At 12:00 pm (noon) Pacific Time on Thursday, August 13, 2015, the Air Resources Board (ARB) will provide a Cap-and-Trade Program report summarizing how electrical distribution utilities (EDU) used the value of vintage 2013 allowances allocated to them by ARB. This report will be made publicly available on the Cap-and-Trade Program’s EDU and Natural Gas Supplier Use of Allocated Allowance Value website: http://www.arb.ca.gov/cc/capandtrade/allowanceallocation/edu-ng-allowance-value.htm. As EDUs report annually on their uses of allocated allowance value, ARB will issue an annual update on their uses of allocated allowance value. Contents of the EDU Report This report will provide market participants and interested stakeholders with a general understanding of the use of allowance value allocated to the EDUs. ARB will provide transparency on how allocated allowances are distributed and used by receiving entities. The information will be summarized separately for investor-owned utilities (IOU) and all other utilities (publicly owned utilities and electrical co-operatives). The report will show total dollar amounts spent on different categories of uses by IOUs and non-IOUs, and describe all reported uses of the value of vintage 2013 allowances allocated to EDUs. IOU information will primarily be based on IOU public reports and forecasts as submitted to the California Public Utilities Commission. Non-IOU information will be based entirely on the vintage 2013 EDU use of allowance value reports submitted to ARB. The Summary of Vintage 2013 Electrical Distribution Utility Allocated Allowance Value Reports will not reveal information about participation in any specific auction. Individual utilities’ vintage 2013 EDU use of allowance value reports and any related attachments submitted by utilities to ARB will not be released, as these reports may reveal the entities’ allowance acquisition strategies. Background ARB allocates allowances to EDUs and natural gas suppliers on behalf of ratepayers. The regulation stipulates that EDUs and natural gas suppliers must use the value associated with these allowances for the benefit of retail ratepayers of each EDU or natural gas supplier, consistent with the goals of AB 32. Each EDU or supplier must report annually to ARB describing how it used the allowances allocated to it and how that use was consistent with the requirements of the Cap-and-Trade Regulation. This first EDU summary report outlines EDUs’ uses of allocated allowance value for vintage 2013 allowances; ARB will update the information contained in the report annually as EDUs report on uses of allocated allowance value. Natural gas suppliers will not report on their use of allocated allowance value until 2016.
