arbcombo -- Revisions to the TIMBER Supplemental Documents

Mail-Out #MSC 15-20 describes the most recent approved revisions to the TIMBER Supplemental Documents. Mail-Out #MSC 15-20 can be found at: http://www.arb.ca.gov/msprog/mailouts/mouts_20.htm. These revisions expand the TIMBER Program to include the funding of used (in addition to new) replacement vehicles, and the funding of log trucks opted in to the NOx Exempt Area extension and the Small Fleet option (in addition to the Log Truck Phase-In option). These changes also revise the funding table using the new cost-effectiveness cap, ease the inspection burden on districts working with distant dealers, make minor additions to 4 forms at the request of the TIMBER districts, clarify documentation required when a project is financed, and correct minor inconsistencies and typographical errors. ARB staff intends to continue working with districts to enhance and improve the effectiveness of the TIMBER Program so that it continues to meet the needs of stakeholders and eligible fleets. Background: The TIMBER program is a streamlined funding option for on-road heavy-duty log truck replacements consistent with the On-road Heavy-Duty Fleet Modernization chapter of the 2011 Carl Moyer Program guidelines. The goal of the TIMBER program is to provide incentive funding opportunities to encourage early action by fleets using the Truck and Bus Regulation Log Truck Phase-In option, the NOx Exempt Area extension, and the Small Fleet option.
