CAP AND TRADE

With cap and trade plan, China adopts emissions policy that
couldn’t get through U.S. Congress. China may be the world’s
largest greenhouse gas producer, but Chinese President Xi Jinping
is likely to make his new commitment to introduce a nationwide
cap and trade program to limit greenhouse gas emissions a
centerpiece of his speech at the United Nations General Assembly
Monday morning.

Almond growers could get carbon credits. The U.S. Department of
Agriculture is starting an experimental program that could allow
Valley almond growers to sell carbon credits in California's
cap-and-trade market. A recent University of California, Davis,
study found that almonds contribute little to carbon emissions.

Carbon Pricing Schemes Have Almost Doubled Since 2012. The World
Bank has concluded that carbon pricing schemes globally have
almost doubled since 2012, and are now worth about $50 billion.
In a new Feature Story on its website, The World Bank Group have
praised the efforts of nations, cities, and businesses the world

Masks and Other Air Pollution Defenses. Q. I commute by car
through an area of bad highway air pollution. Would wearing a
surgical mask help protect me from health problems? A. Possibly,

Health Update 2015: Is Air Pollution Killing You? New Study
Reports. Scientists at the University of California, Berkeley
found exposure to high levels of pollution lead to health
problems in both infants and adults. The study had only limited
evidence to demonstrate there was an increase in adult mortality,
though some evidence pointed to higher mortality in the elderly.

Protection Agency is set to release a contentious new rule
limiting surface-level ozone pollution. The agency has proposed
tightening the current standard on ozone from 75 parts per

France's Hollande says climate talk promises must now become
action. French President Francois Hollande said on Sunday he was
encouraged by promises made by leaders at the U.N. General

UPDATE 1-China-U.S. deal sets bar low ahead of Paris climate

autonomous Serb Republic on Monday awarded a concession to
regional power utility ERS to build a 48 megawatt (MW) wind farm
