New Delhi goes car-free for a day to combat chronic air
pollution
The world's most polluted city is trying a new experiment to
freshen its air: a "car-free day." For five hours on Thursday
morning, New Delhi's transport authorities asked drivers to avoid
a usually traffic-clogged, six-kilometer stretch of road along
the city's iconic India Gate.

Bay Area first: Wood-burning heating devices to be banned in new
homes

Water bills will creep up next year in L.A. because we've
conserved so much 
Under orders to slash their water use in the fourth year of a
statewide drought, Los Angeles residents and businesses have
largely risen to the challenge. But this week, Los Angeles
Department of Water and Power officials said that because its
customers have done such a good job saving, the agency is short
on revenue.

Volkswagen Says Recall Will Be Limited to Older Diesel Engines 
Volkswagen AG said its current-generation diesel engine doesn’t
have software designed to cheat on emissions tests, meaning its
global recall of as many as 11 million cars won’t need to be even
bigger. Diesel cars with EA 288 motors meet legal and
environmental requirements, the Wolfsburg, Germany-based company

Volkswagen Asks to Combine Fraud Claims in Virginia, Detroit 
Volkswagen AG is maneuvering to steer hundreds of class-action
lawsuits over its emissions-cheating software to the court

In California, solar panels getting cool reception from
homeowners associations 
Ilam Mougy wanted to green up his condominium with solar
power.The 49-year-old software engineer won approval to install

roof. He was wrong.
