New Study Finds Global Warming Could Be More Economically
Devastating Than Originally Thought. A new study published in
Nature by scientists at Stanford and UC Berkeley has made waves
for its finding that thus far we have dramatically underestimated
the damage human-caused climate change will do to the global
economy.

Global Warming 2015: Antarctica Actually Gaining Ice, But It
Won't Last. A NASA study finds Antarctica is actually gaining ice
cover despite global warming. A study released last week used
satellite data to determine the continent's ice sheet gained 112
billion tons of ice a year from 1992 to 2001, slowing to 82
billion tons from 2003 to 2008.

U.S. government contractor to unveil laser network in Paris to
monitor CO2 emissions. A system of rooftop lasers will soon let
Parisian officials monitor and map carbon dioxide emissions from
the city in near real time. The technology could eventually help
decision makers regulate traffic and other sources of pollution,
developers said.

Daewoo Ship Expects LNG Carrier Orders to Revive in 2016. Daewoo
Shipbuilding & Marine Engineering Co., the world’s second-biggest
shipbuilder, expects demand for liquefied-natural gas carriers to
return next year as global efforts to reduce greenhouse gases
increase the need for cleaner fuel. More industries will look at
using gas to replace other fuels, Kim Nam Soo, deputy director of

Chevron and Exxon Post Declining 3rd-Quarter Results. Exxon Mobil
and Chevron reported plunging revenue and profits on Friday, but
their fortunes would have been even worse had it not been for a
boom in their refining and chemical businesses. Still, those
gains were not enough to stanch further job losses at Chevron,
which said it planned to cut up to 10 percent of its work force.

EVs Can Save China (And The US) From Its Air Pollution Problem.
Electric vehicles are off to the races. NRDC, WWF, China, China

change, smogSparked by eco-concern, the high maintenance cost of
internal combustion vehicles, and the ever-dwindling oil supply,
EVs have found a definite lasting foothold in the personal
vehicle market.

VW RECALL

EPA says Volkswagen cheated a 2nd time on pollution tests. The
Volkswagen emissions scandal widened Monday when the U.S.
government accused the German automaker of cheating for a second
time. Although VW denied the charge, it faced the prospect of
steeper fines and lost sales, as well as more intense scrutiny
from disbelieving U.S. lawmakers.

Local expert notes clean-diesel advances, despite VW scandal.
Michael Horn, chief executive of Volkswagen Group of America,

with EA 189 engines sold in the United States from 2009 to 2015.

GREEN ENERGY

Could Solar Energy Be California's Next Cash Crop? Strapped by
drought, farmers are increasingly sowing solar panels rather than
seeds. Several years ago, Nick Rajkovich bought 1,200 acres in
California's Fresno County, planning to grow almonds for his
family's farming business. The ranch had a steady supply of water
at the time.

A 'wind rush' of new development is underway as power production
sets records. Wind power industry officials are touting what they
describe as a "wind rush" of new development and technology
advances in the U.S. market, a trend characterized by substantial
expansions of generation capacity in Texas and other wind-rich
states, and the improved operating efficiencies of wind farms due
to technology advances…

Supreme Court's FERC case endangers Calif. climate goals. The
U.S. Supreme Court's review of a federal rule requiring
compensation for those who cut electricity consumption carries
major stakes for California and its ambitious climate goals. The
Federal Energy Regulatory Commission's Order 745 tells grid
managers that during periods of peak demand, they must pay those
reducing power use the same rate as energy generators.

MISCELLANEOUS

Pioneer of national emissions trading business to step down. The
president of one of California's two carbon offset registries is
retiring. Gary Gero, president of the Climate Action Reserve
(CAR), will step down from the organization that he has led since
the inception of California's carbon market. A successor has not
yet been named.

Cheap, reliable, lightweight battery may be near, but is not yet
here. In the push for a better battery, many in the industry are
finding that the biggest challenges aren't in chemistry and
physics, but in regulations and market forces. Currently, the
opportunities for a cheaper, more efficient way to store
electricity are booming. Market research firm IHS Inc. reported
that grid-level energy storage is on track to reach 40 gigawatts
in capacity by 2022…

OPINIONS

Gov. Jerry Brown’s road to the Paris climate talks. Ken Alex is a
lanky, self-effacing and bearded fellow who heads up the
governor’s Office of Planning and Research, an obscure think tank
one block from the Capitol’s Dome of Power. He’s been working
quietly for two years on what will be big news on the road to the
U.N. Climate Change Conference in Paris in December.

Please, PUC, don't cast a cloud over the solar boom. Southern
California, the land of sunny days and houses as far as the eye
can see, is particularly suited to take advantage of rooftop
solar. And though solar was slow to take off, it is sizzling now,
thanks to government incentives and subsidies to offset the steep
installation costs. Almost 400,000 California homes have solar
panels on their roofs…
