was meeting with the president for his "exit interview" when the
outgoing Energy secretary told his boss that the best way to
attack climate change is with a carbon tax. That marked a shift

AIR POLLUTION

India to ban old trucks as cities choke on dirty air. India will
force all commercial trucks more than 15 years old off the road
from April and is reviewing how it checks vehicle emissions, a
senior transport official said, as the government tries to curb
soaring urban air pollution. The World Health Organization said
last year that India had 13 of the 20 most polluted cities on the
planet, including the worst offender, New Delhi.

Californians miss water savings target for first time.
California’s water savings slipped in October as cities and towns

for the first time since reductions became mandatory in June,

German utility splits as power producers move away from nuclear
