The Air Resources Board (ARB) has posted Mail-Out #MSC 15-32, titled “Update to the Voluntary Accelerated Vehicle Retirement Emission Tables to Include Emission Reductions for Calendar Years 2016 and 2017.” Utilizing ARB’s current 2014 Emission Factor (EMFAC) model, ARB staff has updated the light-duty Voluntary Accelerated Vehicle Retirement (VAVR) emission reduction tables to include figures for light-duty vehicles retired in calendar years 2016 and 2017. These updates and revisions to the VAVR emission tables may be performed via a Mail-Out, as stated in the 2011 Carl Moyer Guidelines, Chapter 13 – Light-Duty Vehicles, Section M, and are effective as of December 24, 2015. Background: The Carl Moyer Program provides grant funding for the incremental cost of cleaner-than-required engines, equipment, and emission reduction technologies. The Carl Moyer Program complements California’s regulatory program by funding emission reductions that are surplus, i.e., early and/or in excess of what is required by regulation. For more information about the Carl Moyer Program, please go to: http://www.arb.ca.gov/msprog/moyer/moyer.htm The VAVR program, also known as “car scrap” or “old vehicle buy-back” programs, provides monetary or other incentives to vehicle owners to voluntarily retire their older, more polluting vehicle. The primary goal of the VAVR program is to reduce fleet emissions through the timely removal of older, more polluting vehicles from California roadways to be replaced with newer, cleaner vehicles or alternative transportation options. Reducing emissions from the existing fleet is a component of California’s State Implementation Plan, which outlines the State’s strategy for meeting health-based ambient air quality standards.
