ARB staff invites interested stakeholders to participate in three ITR public work group meetings – the Hybrid Conversion System Work Group meeting, the New Heavy Duty Engine and Vehicle Certification Public Work Group meeting, and the Interim Hybrid Technology Emission Test Procedures Work Group meeting. These topic-specific meetings will provide an opportunity to discuss potential staff updates to ITR initial draft regulatory language presented at the September 28, 2015 ITR public workshop and development of potential draft test procedures for hybrid truck or bus technologies participating in ITR. These work group meetings will be held via conference call only. The ITR is intended to provide defined, near-term ARB certification and aftermarket conversion approval flexibility to help facilitate market launch of the next generation of truck and bus technologies that California needs to meet its long-term air quality and climate goals. ARB’s existing certification and on-board diagnostic requirements provide a critical and effective mechanism for ensuring a vehicle’s expected emission benefits are achieved in-use. However, ARB’s engine and vehicle approval paradigm, geared towards traditional technologies, may deter some manufacturers from developing promising new truck and bus technologies that are uncertain to achieve market acceptance. These three public work group meetings provide interested stakeholders an opportunity to discuss updated ITR concepts and potential draft regulatory language. The New Heavy Duty Engine and Vehicle Certification Work Group meeting will cover new heavy duty hybrids, optional low-NOx engines, and other new heavy duty engine and vehicle technology elements of the proposed ITR. The Hybrid Conversion System Work Group meeting will focus on potential draft ARB installation, testing, and certification requirements for truck and bus hybrid conversion systems. Finally, the ITR Interim Hybrid Technology Emission Test Procedures Work Group meeting provides the first opportunity for interested stakeholders to review and comment on staff’s potential concepts and initial draft test procedures for evaluating emission impacts of hybrid truck and bus technologies participating in the proposed ITR. Staff anticipates bringing the ITR proposal to the Board for consideration in June 2016. These ITR public work group meetings are open to all interested stakeholders, and will be conducted by conference call only.
