The California Air Resources Board (ARB) staff has posted the feedback letters for the February 2016 draft oil and natural gas methane regulation workshop. Background: The California Global Warming Solutions Act of 2006 (AB 32) establishes a comprehensive program of regulatory and market mechanisms to achieve real, cost-effective, and quantifiable reductions of greenhouse gases (GHG) with a target of reducing GHG emissions to 1990 levels by 2020. Control of GHG emissions, especially methane emissions, from crude oil and natural gas operations—including production, processing, storage operations, and well stimulation—is critical to achieving this target.
