The Air Resources Board (ARB) invites you to participate in a roundtable discussion for the Opportunities for Overcoming Barriers to Zero and Near-Zero Emission Transportation Options study. ARB staff will provide an overview of the planned development of the study, including timing and availability of resources and the continued public process, and seek input on the main barriers low-income consumers face to access zero and near-zero emission transportation options. Background: In October 2015, Governor Jerry Brown signed Senate Bill (SB) 350 (De León, Chapter 547, Statutes of 2015) which established world-leading energy efficiency and renewable energy goals for California. This bill also highlighted the need for a better understanding of the barriers faced by low-income consumers to access zero and near-zero emission transportation options. SB 350 charged ARB, in consultation with the California Energy Commission and other relevant State and local agencies and the public, with developing and publishing a study on or before January 1, 2017, outlining the barriers faced by low-income consumers, including those in disadvantaged communities, to access zero and near-zero emission transportation options. The study will also include recommendations on how to reduce those barriers and increase access. To address the statutory requirements, ARB will develop a study laid out as a guidance document that paves the way for further research on zero and near-zero emission transportation options in low-income and disadvantaged communities and provides a “road map” for the future with policy recommendations.
