maritime -- Notice to Vessel Operators Subject to the California Ocean-Going Vessel Fuel Regulation.

The California Air Resources Board staff has issued an advisory (Marine Notice 2016-1) to vessel operators visiting California ports. The California Ocean-Going Vessel (OGV) Fuel Regulation includes a sunset provision which states that the requirements of the California OGV Fuel Regulation will cease to apply if the United States adopts and enforces requirements that will achieve equivalent emissions reductions to the California OGV Fuel Regulation within Regulated California Waters. After a review of the fuel requirements within the federal North American Emission Control Area (ECA), it was determined that the federal ECA currently would likely not yet achieve equivalent emission reductions within Regulated California Waters.
