CAP AND TRADE

Plan to extend cap and trade prompts legal disputes.  As
California pursues ever-deeper greenhouse gas reductions,
policymakers are still facing legal questions about their
authority. An opinion by the state's legislative attorney has
found the executive order Gov. Jerry Brown (D) set last year to
reduce emissions 40 percent below 1990 levels by 2030 may not be

CLIMATE CHANGE

Global warming may have improved U.S. weather, but for how long?

Fiat Accused of Cheating Emissions Tests by German Newspaper.

Particulate pollution more a concern than ozone. I found the
report on Shasta County's air quality to be highly misleading.
First, with little industry, pollutants that combine to form
ozone are largely emitted by motor vehicles. In California, motor
vehicles are regulated exclusively by the State Air Resources

Put price on carbon to lower pollution levels.  Kudos to Sam
Richards for his informative article "Pollution still
significant" (Page 1B, April 21). I found it particularly
alarming that the area where I live, Santa Clara County, received
F ratings for both ozone and particulate matter. No wonder so
