arbcombo -- PUBLIC WORKSHOP TO DISCUSS PROPOSED CHANGES TO THE SMALL OFF-ROAD ENGINE REGULATIONS

The Air Resources Board (ARB or Board) invites you to participate in a public workshop to learn about proposed amendments to the ARB small off-road engine (SORE) regulations to be presented to the Board in November 2016. The workshop will include proposed changes and improvements to the current certification and test procedures to address high rates of non-compliance with ARB evaporative emission standards. The proposed amendments will also require the use of 10 percent ethanol fuel to conduct certification testing for evaporative emissions. An update will also be provided on future SORE regulatory proposals, including the need for more stringent exhaust and evaporative emission standards and requirements for more zero-emission equipment. The workshop will consist of a presentation by staff lasting approximately 45 minutes, followed by a question and answer session. The workshop will be held at the following locations and times. The information presented at each workshop location will be identical. Date: May 24, 2016 Time: 10:00 a.m. to 12:00 p.m. PST Location: Cal EPA Building Coastal Hearing Room 1001 I Street Sacramento, California 95814 Date: May 25, 2016 Time: 10:00 a.m. to 12:00 p.m. PST Location: South Coast Air Quality Management District Auditorium 21865 Copley Drive Diamond Bar, California 91765 Background: SORE are spark-ignited engines rated at 19 kilowatts or less. They are used in applications such as lawn and garden, industrial, construction and mining, logging, airport ground support, commercial utility equipment, farm equipment, golf carts, and specialty vehicles. Without additional controls, reactive organic gas emissions from SORE are expected to be higher than those for any other mobile source category in California by the mid-2020s. To help meet ozone ambient air quality standard attainment deadlines and climate goals, additional emissions reductions and an increase in the adoption of zero-emission equipment are needed. Participants are encouraged to attend in person. The workshop will be webcast to accommodate those who are unable to attend in person. The workshop agenda, webcast details, and an electronic copy of the staff presentation will be posted by May 23 on ARB’s website at: http://www.arb.ca.gov/msprog/offroad/sore/sore.htm.
