CAP AND TRADE A primer on California's cap-and-trade market California’s cap-and-trade system lets companies with higher emissions purchase carbon allowances from companies not using their entire share. The state uses the proceeds on projects like high-speed rail, zero-emissions vehicles, low-income housing retrofits and urban forestry.
