CAP AND TRADE

Calif. urged to delay cap-and-trade extension, changes
Farm groups want state leaders to hold off on a proposed
expansion of California’s cap-and-trade program, which they say
already has placed burdens on producers.
Representatives from groups including the California Farm Bureau
Federation and Western United Dairymen say Gov. Jerry Brown and
lawmakers should wait until closer to the program’s 2020 sunset
before considering whether to extend it.

AIR POLLUTION

A 23-Foot-Tall Air Purifier Gets a Tryout in Smoggy Beijing
Rather than the screens, sensors, microchips and Big Data
typically employed by Smart City designers, Daan Roosegaarde
works with a more fanciful tool kit: smog-eating machines,
light-emitting plankton and solar-sensitive paint.

CLIMATE CHANGE

How Markets Can Help Us Adapt to Climate Change
We are on course to set another record for the hottest year, the
third year in a row, and 2016 may well have the most billion
dollar weather disasters. Adaptation to a changing climate looks
both necessary and inevitable.

Blazing Hot First Half of 2016 Sends Climate Records Tumbling
Halfway through, 2016 has been an exceptional year for climate
records, scientists say.

climate trends on Tuesday, which revealed that every month
between January and June had the warmest average temperature on
record for that month.

greenhouse gases and other pollution from the Bay Area's five oil

VW RECALL

The Real Reason Audi Invented That VW Diesel Cheating Device. A
damning new lawsuit tracks the slippery slope that is VW's
now-infamous defeat device. It wasn't created for the reason you
think. A new complaint filed by the New York Supreme Court has

OPINIONS

As a Heat Wave Builds, Obama Wisely Presses for Community
Cohesion
Along with commander in chief, President Obama could justify
adding “chief resilience officer” as a new title, given how he
smartly used Twitter on Wednesday to amplify government warnings
about a dangerous heat wave spreading from the heartland to the
East Coast in the next few days.

Pricing Carbon, Canada-Style
By the end of the year, Canada could demonstrate the power of
market forces to reduce greenhouse gases -- or the tendency of
politically expedient half-measures to turn even the most
promising schemes into mush. It all depends on the details of a
proposal to make people and companies pay more of the true cost
of carbon emissions.

Opinion The GOP platform would make America warmer and smoggier

Extract and burn more coal. Open public space and the seas to oil
exploration. Turn federal lands and environmental regulation over
to the states and convert the federal Environmental Protection
Agency into “an independent bipartisan commission, similar to the
Nuclear Regulatory Commission, with structural safeguards against
politicized science.”

Bike sharing: a push but no subsidy in San Diego, please
Here’s some deflating news for San Diego’s bike sharing program.
Its early struggles, documented in a new county grand jury
report, pose a serious challenge to the city’s Climate Action
Plan, which called for reducing carbon emissions in part, and
preposterously, by increasing the number of people who commute by
bike in San Diego from 1 percent now to 18 percent in 20 years.

A “Cool” Way to Combat Climate Change under the Montreal
Protocol. World climate leaders are meeting this week in Vienna
for the next stage of international discussions about a global
phase-down of climate-damaging hydrofluorocarbons (HFCs). This
meeting should lay the foundation for a 2016 amendment to the
Montreal Protocol – a hugely successful global agreement that has
put Earth’s fragile ozone…

Environmental Justice Committee Seeks Input on Climate Change
Plan
California’s Global Warming Solutions Act, passed in 2006, opened
the door for cap and trade, which among other things collects
revenue to be invested in reducing emissions. The bill, A.B. 32,
also created an Environmental Justice Advisory Committee to help
the state spend those revenues equitably.
