AIR POLLUTION

Thousands of lives could be saved in California by stricter air
pollution limits, study finds. More than 2,000 Southern
Californians die early each year from polluted air, and the
region would benefit the most of anywhere in the country from
reducing ozone and fine particle pollution below current federal
limits, a new study has found.

Even London’s Green Spaces Aren’t Safe From Air Pollution. London
is famous for its numerous parks and gardens, but even those
green spaces aren’t safe from pollution. The air in many city
parks surpass legal limits for nitrogen oxide set by the European
Union, according to data website Asiopendata.com. The pollutant
is largely from vehicle exhaust.

SoCal hit with worst smog in years as hot, stagnant weather
brings surge in hospital visits. Southern California is
experiencing its worst smog in years this summer as heat and
stagnant weather increase the number of bad air days and drive up
ozone pollution to levels not seen since 2009. Where pollution is
worst, in the Inland Empire, hospitals and asthma clinics are
reporting increases in patients seeking treatment for respiratory
illness…

Dairy groups blast methane reductions: ‘Cows expel gas so they
don’t explode’. California wants to limit the amount of
greenhouse gas emitted by belching and farting of 5.5 million
cows, but the industry is hitting back with a dose of reality.
California’s attempt to curb emissions of methane, a powerful
greenhouse gas, is facing vocal opposition from a dairy industry
that fears government meddling in the flatulence of its cows.

Piedmont: City cuts greenhouse gas emissions. The city has
exceeded its goals by 18.4 percent to reduce greenhouse gas (GHG)
emissions, CivicSPARK Fellow Matt Anderson told the Park
Commission. At the Aug. 3 commission meeting, Anderson said 295
residents have gone solar while 262 electric cars have been
purchased. Anderson was hired as an intern through the federal
AmeriCorps service program to assist the city with its energy
conservation efforts.

Scientists debunk 'chemtrails' conspiracy with 99% certainty. The
scientific community has weighed in nearly unanimously against
what some call the "chemtrails" conspiracy theory, refuting the
existence of a secret large-scale atmospheric program spraying
dangerous chemicals from aircraft. Results of a survey
administered to dozens of atmospheric scientists with expertise
in condensation trails and geochemists working…

CLIMATE CHANGE

Climate Change May Be Doubted by Some, But Now It’s the Law. A
federal court allows the Obama administration to incorporate the
price of global destruction. A federal appeals court in Chicago
gave a thumbs-up this week to an obscure regulatory practice that
helps the U.S. government account for projected costs of climate
change. The decision comes less than a week after the White House
issued guidance to all federal agencies about how they can build
carbon accounting into their decision-making.

‘Let’s get some perspective': Researchers say species face bigger
threats than climate change. Tackling climate change is the
challenge of the century. But when it comes to endangered
wildlife, scientists are arguing that we’ve got more pressing
matters to worry about. A new comment just out today in the
journal Nature contends that practices like hunting, fishing and
agriculture…

An epic Middle East heat wave could be global warming’s hellish
curtain-raiser. Record-shattering temperatures this summer have
scorched countries from Morocco to Saudi Arabia and beyond, as
climate experts warn that the severe weather could be a harbinger
of worse to come. In coming decades, U.N. officials and climate
scientists predict that the region’s mushrooming populations…

In California's climate debate, state lawmakers push for more
authority. With negotiations over extending California’s landmark
climate change programs struggling during the last month of the
state’s legislative session, lawmakers are once again pushing for
changes at the agency responsible for making the greenhouse gas
reductions work. The target is the California Air Resources
Board, which regulates pollution under the climate change…

California mayors voice support for climate proposal. A
bipartisan group of California mayors is urging lawmakers to
approve legislation from Sen. Fran Pavley (D-Agoura Hills) that
would extend the state's targets for reducing greenhouse gas
emissions. The measure, SB 32, would set a goal of 40% below 1990
levels by 2030, an increase from the current target of hitting
1990 levels by 2020.

Time running short for extension of California climate law. With
three weeks left in California’s legislative session, Gov. Jerry
Brown and other advocates of extending the state’s ambitious
efforts to fight climate change are struggling to persuade enough
lawmakers to go along. Environmentalists want to protect the
litany of emissions-targeting programs before their legal
authorization comes into doubt in 2020…

Uncertainty Can't Be an Excuse for Climate Inaction, Researchers
Argue. Writers warn that waiting for absolute certainty in
climate models spells doom for a warming planet. In a new essay,
researchers dismantle a common form of climate skepticism:
defending inaction on climate change by citing lingering
uncertainties in climate models and in other scientific evidence
of the mounting crisis.

How a Volcano Hid the Acceleration of Sea Level Rise. An uptick
in sea level rise caused by greenhouse gas pollution during the
past two decades has been hiding behind a volcano. The eruption
of Mount Pinatubo in the Philippines in 1991 sent tens of
millions of tons of sulphur dioxide into the stratosphere.

Climate News

Climate Change and Partisanship. Ten years ago, California led
the nation in climate change policy when it passed the Global
Warming Solutions Act of 2006, landmark legislation that required
the state to reduce greenhouse gas emissions to 1990 levels by
2020. While passed largely along partisan lines, Assembly Bill
(AB) 32 was signed into law by Republican Governor Arnold
Schwarzenegger.

FUELS

Flat natural gas inventories may portend a Southland winter
chill. Natural gas inventories for Southern California have
remained flat this summer instead of rising as they usually do as
utilities prepare for winter. But with the Aliso Canyon storage
facility in Los Angeles County essentially taken offline, the
normal inventory cycle has been upended. The site’s 114 wells are
going through a series of tests in the wake of a massive leak…

U.S. oil inventories still growing, Energy Department says. The
amount of crude oil in storage in the U.S. continues to grow more
than expected, with another 1.1 million barrels added to
commercial crude inventories during the past week, according to
new Energy Department data. Now that the busiest part of summer
driving season is past, American refineries…

Researchers say fuel market rebound effect can result in
increased GHG emissions under RFS2; suggest taxes over mandates.
The US Renewable Fuel Standard (RFS2) is intended to reduce
greenhouse gas emissions from transportation. However, argues a
team from the University of Minnesota in an open-access paper
published in the journal Energy Policy, once the “fuel market

VW plaintiffs' lawyers to seek up to $332.5 million in fees,
costs from emissions settlement. Plaintiffs' lawyers will seek up
to $332.5 million in fees and costs for their work in a $10
billion settlement over claims Volkswagen AG outfitted vehicles
with software to cheat on emissions testing, according to a court
filing. The filing late on Wednesday in a U.S. District Court in

OPINIONS

SJ Valley may go to hell but air will be clean. Pundits can’t
figure out why moderate Democrats in the Central Valley and the
Inland Empire aren’t jumping for joy at the chance to extend and
strengthen Assembly Bill 32 — better known as the greenhouse-gas
emissions law — beyond 2020. For starters it might have something
to with the state’s least wealthy regions…

The Green Cars You Never Hear About. What are Partial
Zero-Emissions vehicles, anyway? You'd hardly know it as little
as automakers talk about it, but you don't need to buy a car with
an electrical plug or one that runs on home-brewed bio-diesel to
drastically cut emissions. You can buy a normal car with a normal
internal-combustion engine that still generates less pollution
than mowing your lawn. It's a Partial Zero-Emissions Vehicle
(PZEV), and dealerships near you are selling them right now,
quietly.

Let nuclear power play a role in reducing greenhouse gas
emissions. Nuclear energy was conceived in hope: hope that the
peaceful use of the atom would provide reliable and affordable
electricity for millions of Americans and improve our quality of
life. That hope has come closer to realization than anyone could
reasonably have expected when the process began more than 60
years ago.
