California Air Resources Board (ARB) Staff invites you to
participate in a series of technical discussions on the
development of our Carbon Capture and Sequestration (CCS)
program.  
 

In order to ensure staff is using the best available information
and understands stakeholder concerns, we are hosting a series of
technical discussions.  The CCS technical discussions are topic
focused stakeholder-led discussions.  The intent is to allow
interested parties to provide input that will inform development
of the CCS quantification methodology, as well as the CCS program
generally.  ARB will identify subject areas and specific
questions, with the expectation that stakeholders will provide
presentations, or other materials, and participate in an open
discussion.  
	

This announcement is for two different technical discussions that
will be held back to back on September 26 and September 27 of
2016.


Site Selection Technical Discussion


The site selection technical discussion will discuss traits that
should be considered when evaluating the suitability of a site
for CCS injection and specific requirements of the site that may
be needed to ensure permanent CO2 sequestration.

Health and Environmental Risks and Environmental Justice
Technical Discussion


The health and environmental risks and environmental justice
technical discussion will provide a forum for identifying health
and environmental risks and an opportunity to discuss
environmental justice concerns that may be associated with CCS
projects.

post topic questions that are intended to guide stakeholder

Background:  Carbon capture and sequestration (CCS) is an
important strategy to reduce greenhouse gas (GHG) emissions and
mitigate climate change.  CCS is a process by which large amounts
of carbon dioxide (CO2) are captured, compressed, transported,
and sequestered.  ARB is currently developing a quantification
methodology for CCS. The CCS QM may be adopted for use in the
Cap-and-Trade and Low Carbon Fuel Standard programs as determined
appropriate in rulemaking(s) specific to these programs.  Studies
by the Intergovernmental Panel on Climate Change (IPCC) and the
California Council on Science and Technology (CCST), have shown
that CCS has the potential to reduce carbon emissions by millions
of metric tons, and may be an integral part of meeting
California’s long term climate goals.
