New report shows spike in poor air quality days in Paradise. The
Butte County Air Quality Management District has released the
summer's air quality report, and the number of poor air quality
days in Paradise is up. Preliminary data shows that in Paradise,
seven days in 2016 exceeded the 2008 federal ozone standard. In
2015, stricter ozone standards were put in place.

Valero to pay $249,000 for Benicia refinery air violations.
Valero Refining Co. has agreed to pay nearly a quarter of a
million dollars to settle violations of air quality regulations

CLIMATE CHANGE

UN weather agency: Heat-trapping gas surges beyond milestone. The
World Meteorological Organization says heat-trapping gases in
Earth's atmosphere are growing faster than before, surging
permanently beyond a troubling milestone. The United Nations
agency says global carbon dioxide levels, which first reached 400
parts per million last year, are likely to stay above that
symbolic 400 milestone all year and for generations to come.

Greenhouse gases milestone shows need for action: WMO. Greenhouse
gases rose to a symbolic milestone in 2015, taking climate change
into a new phase which could last generations even if governments

Climate change is disturbing hundreds of bird species, including
our beloved osprey. There are many epic animal migrations in
nature, and one is currently underway in the D.C. area. Millions
of birds are in the process of escaping the cold, polar air and

Obama administration expects climate deal to speed up. The quick
approval of the Paris Agreement on climate change could lead to a
faster timetable for countries to implement their plans to reduce
carbon emissions, an Obama administration official said Tuesday.
U.S. Special Envoy for Climate Change Jonathan Pershing said a
climate change meeting in Morocco next month will see a more
aggressive implementation plan for the Paris Agreement.

Species may be listed as threatened based on climate change
projections, court says. Federal authorities may list a species
as “threatened” based on climate models that show habitat loss in
the coming decades, an appeals court decided Monday. The state of
Alaska, oil company groups and Alaskan natives had challenged a
decision by the federal government to list a sea ice seal
subspecies as threatened and deserving of protection.

Reservoirs Provide Tap Water Yet Significantly Contribute to
Climate Change. Hydropower dams are generally thought to be a
clean source of electricity. By moving water through turbines,
dams can generate large amounts of electricity almost

causing the deserts of China to grow, displacing thousands of

Regulators Announce Date for Greenhouse Gas Phase 2 Final Rule. A
rule aimed at reducing carbon dioxide and other greenhouse gas
emissions from heavy- and medium-duty trucks will take effect in
two months, federal regulators announced Oct. 25. The
Environmental Protection Agency and the National Highway Traffic
Safety Administration worked jointly on the rule, and the
agencies indicated in the Federal Register that Dec. 27 will be
the final rule’s official start date.

In California's Methane-Reduction Crosshairs, Dairy Industry
Faces Regulation for the First Time. As with California's other
climate action efforts, this one could provide a roadmap for
other states or for federal regulation, which the industry will
likely fight. Despite heavy pushback from the state's livestock
producers, California Gov. Jerry Brown last month signed a law
aimed at cutting methane emissions from cattle operations, the
largest source of heat-trapping methane in the country's biggest
dairy-producing state.

VW RECALL

Judge approves $15 billion Volkswagen emissions settlement.  A
federal judge in San Francisco has approved a nearly $15 billion
court settlement of most claims against Volkswagen for its
emissions-cheating scandal. U.S. District Judge Charles Breyer
signed the order Tuesday approving the largest auto-scandal
settlement in the nation's history. Volkswagen admitted last year
that about 475,000 VWs and Audis with 2-liter four-cylinder
diesel engines were programmed to cheat on emissions tests.

What Volkswagen owners can expect from the diesel settlement. A
federal judge on Tuesday approved a settlement between Volkswagen

GREEN ENERGY

Solar Winds’ Spur Geomagnetic Storm That May Affect Power Lines.
Charged particles flowing from the sun have touched off a strong
geomagnetic storm across the Earth that can disrupt power grids,
satellites and radio navigation systems. Geomagnetic conditions
increased early Tuesday before weakening by midday, according to
the U.S. Space Weather Prediction Center.

Renewable energy capacity overtakes coal. The IEA says in a new
report that last year, renewables accounted for more than half of
the increase in power capacity. The report says half a million
