AIR POLLUTION India’s demonetisation may have killed a golden opportunity in the fight against air pollution. Till just a few days ago, a choking Delhi was on top of the minds of many Indians, particularly the chatterati and opinion-makers. It seemed like a momentum was building up towards finding potential permanent solutions to the problem of chronic pollution in India’s capital. With the Narendra Modi government unleashing a whole new issue to debate—demonetising some of the currency denominations—on Nov. 08, the big story of Delhi’s still-deadly air pollution took a backseat. http://qz.com/835798/indias-demonetisation-may-have-killed-a-golden-opportunity-in-the-fight-against-air-pollution/ COP 22 Cop22 tests global resolve on climate action. Diplomats from 196 nations are meeting in Marrakesh for the second week of the UN’s 22nd Climate Change Conference, (COP 22). They’re under intense pressure to translate last year’s landmark Paris Agreement into action against a backdrop of record global temperatures and a new hostile US President that’s vowed to pull out of the Paris deal. A year after 196 countries adopted the historic Paris agreement on climate change, the fight against global warming now comes to Morocco, a region itself vulnerable to global warming. http://en.rfi.fr/environment/20161114-cop22-tests-global-resolve-climate-action World Bank Partners with State of California to Support Low Carbon Cities The World Bank and the US state of California are joining forces to support low carbon city efforts in China and other countries. In a Memorandum of Understanding (MOU) signed today during the UN Conference of the Parties on Climate Change (COP22), the World Bank and California committed to cooperate on sharing knowledge and good practice with territories and cities on low carbon development strategies to help them meet their Paris Agreement commitments. http://www.worldbank.org/en/news/press-release/2016/11/11/world-bank-partners-with-state-of-california-to-support-low-carbon-cities Saudi Arabia will stick to Paris accord climate change pledges. Saudi Arabia says it will press ahead with pledges it made under the Paris climate change accord, even if president-elect Donald Trump pulls the US out of the global deal after he is sworn in. In an indication of how isolated the US may be if it abandons the climate agreement that virtually every country in the world struck last December, the world’s largest oil exporter said the commitment of other big economies such as China underlined the accord’s strength. https://www.ft.com/content/7471a4a8-a9b3-11e6-809d-c9f98a0cf216 A close look at Germany's climate action plan. Germany has managed to agree on a climate action plan just in time for this year's COP22 climate conference in Marrakesh after being heavily debated by Chancellor Angela Merkel, economy minister Sigmar Gabriel and environment minister Barbara Hendricks. Now they finally reached a deal. According to the "Climate Action Plan 2050," Germany will reduce its greenhouse gas emissions by 80 to 95 percent until 2050. In order to reach this goal, Germany's government has set intermediate targets that are to be met until 2030. http://www.dw.com/en/a-close-look-at-germanys-climate-action-plan/a-36386077 CLIMATE CHANGE Will Trump end California’s climate rules? After eight years in which California had a partner in President Barack Obama in expanding renewable energy and electric vehicles, signing international deals and writing tougher pollution laws to the consternation of industry and Republicans, the election of Donald Trump now sets up the Golden State as a land in environmental exile. http://www.mercurynews.com/2016/11/13/will-trump-end-californias-climate-rules/ http://www.montereyherald.com/article/NF/20161112/NEWS/161119879 2016 set to break heat record despite slowdown in emissions Global temperatures are soaring toward a record high this year, the U.N. weather agency said Monday, while another report showed emissions of a key global warming gas have flattened out in the past three years. http://www.latimes.com/nation/sns-bc--un-climate-talks-20161114-story.html Climate change set to bring 'more intense' storms to Australia: Study. Climate change is fueling increasingly intense and damaging storms in Australia, according to a new report from the independent, non-profit organization Climate Council. The report, Super-Charged Storms in Australia, published on Monday, states that the annual frequency of potential severe thunderstorm days looks "likely" to rise by 30 percent for Sydney, 14 percent for Brisbane and 22 percent for Melbourne. http://www.cnbc.com/2016/11/14/climate-change-set-to-bring-more-intense-storms-to-australia-report.html Climate change temperature hikes could be worse than thought. So long as us humans don't cut back on our use of fossil fuels, typical estimates have Earth's average temperature climbing 2.6 to 4.8 degrees Celsius above pre-industrial levels by the year 2100. That kind of climate change would be bad enough, but new data suggests that we might be underestimating the temperature shift. Researchers studying a reconstruction of 784,000 years of climate data now suspect that the real hike could be much higher, between 4.8C and 7.4C. They noticed that the climate appeared more sensitive to greenhouse gases whenever it was warmer -- and guess which way the planet's temperature is headed right now? https://www.engadget.com/2016/11/14/climate-change-temperature-hikes-could-be-worse-than-thought/ Emissions Growth to Slow in 2016 as China Burns Less Coal. Global carbon emissions will expand more slowly this year as China’s greenhouse-gas output declines. Emissions will increase 0.2 percent, a slower pace than the average 2.3 percent a year in the decade through 2013, according to the Global Carbon Project and the University of East Anglia in Norwich, England. Economic production will advance more than 3 percent, according to a report written by the United Nations and academic groups. http://www.bloomberg.com/news/articles/2016-11-14/global-emissions-growth-to-slow-in-2016-as-china-burns-less-coal Why the media must make climate change a vital issue for President Trump. Imagine the world was facing upheaval on a scale not seen during modern civilization, a change that would imperil the world’s great cities by the rising seas and snuff out species at the fastest rate since the dinosaurs disappeared. Then imagine you were a journalist, had repeated chances to ask the next president of the United States about this and decided to not do so. The apparent failure of the media during the presidential election has been multifaceted and fiercely debated. But the absence of climate change as a leading topic in the election of Donald Trump is perhaps the single greatest rebuke to the idea that power should be held to account for the benefit of this and future generations. https://www.theguardian.com/environment/2016/nov/13/climate-change-trump-presidency-environment DROUGHT A giant reservoir that supplies a California county’s drinking water is nearly empty. At the marina Monty Keller manages amid sloping mountains here, business is down by half. For hours every workday, he stares sadly at the reason. Lake Cachuma, a giant reservoir built to hold Santa Barbara County’s drinking water, has all but vanished in California’s historic drought. It reached an all-time low this summer — 7 percent capacity, which left a thick beige watermark that circles the hills framing the lake like an enormous bathtub ring. “We’re just amazed,” Keller said. https://www.washingtonpost.com/national/health-science/a-giant-reservoir-that-supplies-a-california-countys-drinking-water-is-nearly-empty/2016/11/13/cf617ef0-a29d-11e6-8d63-3e0a660f1f04_story.html GREEN ENERGY Obama Administration Announces New Financing For Renewable Energy Projects And Actions To Spur Innovation And Promote Energy Access Globally. President Obama’s leadership has catalyzed a global transition towards a clean energy economy. From 2010-2015 alone, the U.S. has invested in more than $11 billion in international clean energy finance – including grant-based assistance, development finance, and export credit – to support countries as they work to meet their growing energy needs, while improving development outcomes and reducing carbon emissions. At the same time, the United States has made research and development a top priority, decreasing the cost of clean energy technologies substantially, and has launched several initiatives to enhance universal access to affordable, reliable, and cleaner energy globally. http://energy.gov/articles/obama-administration-announces-new-financing-renewable-e http://www.montereyherald.com/business/20161110/rule-would-boost-solar-and-wind-energy-development/1?source=most_viewednergy-projects-and-actions-spur-0 Could renewable energy business win out in Trump's climate policy? Given Donald Trump’s remarks on the campaign trail, many are concerned that his administration will jeopardize the climate progress made under President Obama. President-elect Trump famously called climate change a “hoax,” and vowed to back out of the Paris Agreement, where the world’s nations came together and agreed to curb their emissions. His recently released “Energy independence” policy calls for the elimination of numerous environmental regulations and increased exploitation of coal, oil, and natural gas. http://www.csmonitor.com/Environment/2016/1111/Could-renewable-energy-business-win-out-in-Trump-s-climate-policy Renewable energy made up record 21.7% of national electricity market in October. Australia’s renewable energy sector hit a record in October, with 21.7% of electricity in the national electricity market coming from renewables, according to the latest Cedex report. That represents the biggest proportion of any month since the data was made available by the Australian Energy Market Operator in 2005, according to the report from the engineering consultants Pitt&Sherry and the Australia Institute. https://www.theguardian.com/environment/2016/nov/14/renewable-energy-made-up-a-record-217-of-australias-electricity-market-last-month Davis, Yolo County working to create competitive electricity market. Davis and Yolo County are working to create a competitive electricity market for residents and businesses. The city and county have approved the formation of Valley Clean Energy Alliance, which will be a nonprofit joint powers authority local energy provider. Yolo County approved it this week. Davis approved the idea in March. http://www.bizjournals.com/sacramento/news/2016/11/10/davis-yolo-county-working-to-create-competitive.html?ana=e_sac_bn_newsalert&u=mWGE3JCkQISFrrs%2FNMmWBIotlWU&t=1478814517&j=76421261 VEHICLES 2016 Los Angeles Auto Show green-car preview. The 2016 Los Angeles Auto Show gets underway this week, and a few notable green cars are expected to debut there. The current popularity of crossover utility vehicles is evident in the numerous new or redesigned crossover models listed for the L.A. show. A smattering of other models will debut as well, but crossovers could very well represent the majority of production and concept car debuts this year. http://www.greencarreports.com/news/1107232_2016-los-angeles-auto-show-green-car-preview Electric cars are less than 1% of the market. Yet automakers are pushing them big time. Why? Admit it: You’ve thought about buying an electric car. If but for a fleeting moment, you considered the possibilities: Zero tailpipe emissions. No more oil changes, no more tune-ups. Cheap fuel. And it seems pretty cool. Then, if you’re like most people, you set the idea aside. http://www.latimes.com/business/autos/la-fi-hy-electric-car-future-auto-show-20161114-story.html California Isn't Planning to Back Away From Zero-Emission Car Rules Investors who pushed up shares of GM, Ford and Fiat Chrysler on a bet that Donald Trump will gut clean-air rules may have forgotten another player with a big say: California. https://www.bloomberg.com/news/articles/2016-11-14/california-maps-go-it-alone-path-on-car-emissions-for-trump-era CARB Delays Meeting Until After The Inauguration How much impact will a Trump presidency have on environmental issues? The California Air Resources Board has decided to postpone an upcoming meeting about extending its zero emissions mandate for cars sold within the state from December 8 until sometime in February. The purpose of the delay is to allow the members of CARB to get a better understanding of what the federal government intends to do about fuel economy and emissions regulations going forward says Stanley Young, a spokesman for the board. http://gas2.org/2016/11/13/carb-delays-meeting-inauguration/ Changing math for EVs? Federal incentives for vehicles such as the battery-powered Tesla Model S and Chevrolet Bolt — which are as much as $7,500 — could be cut or eliminated to help make good on Donald Trump’s campaign pledge to reduce federal spending, says AutoPacific analyst Dave Sullivan. http://www.autonews.com/article/20161112/OEM05/161119952/changing-math-for-evs? VW EMISSIONS Audi software can distort emissions in tests, VW says Audi cars with automatic transmissions have technology capable of distorting emissions when they are tested, Volkswagen (VOWG_p.DE) said, as its luxury flagship is battling allegations over a reported discovery of a new cheat software device. http://www.reuters.com/article/us-volkswagen-emissions-audi-idUSKBN1370Q3 Dodge Truck Owners Accuse Chrysler of VW-Like Cheating Allegations of cheating pollution standards have reached U.S. automakers as Chrysler was sued by consumers who said engines in some Dodge trucks were rigged to hide that emissions were as much as 14 times higher than permitted by law. http://www.bloomberg.com/news/articles/2016-11-14/dodge-truck-owners-accuse-chrysler-of-vw-like-emissions-cheating California is in a drought emergency.
