AIR POLLUTION

Britain seeks to curb pollution by small-scale power plants.
Britain plans to curb health damaging air pollution with
emissions standards for small-scale power plants used to generate
back-up electricity at short notice and to stem the rising use of
diesel generators. The Department for Environment, Food and Rural
Affairs (DEFRA) suggests plants producing 1-50 megawatts (MW) of
electricity should be…

This stunning world map shows the awful state of air pollution.
It is a shocking real-time visualization of the damage we are
doing to the planet — and to ourselves. According to the most
recent estimates from the World Health Organization, 7 million
people died in 2012 from breathing polluted air, either outdoors
or inside their homes. But sometimes it is hard to get your head
around those kinds of numbers.

EPA publishes proposed ozone implementation strategy. U.S. EPA is
setting a Jan. 17 deadline for public comment on a proposed
strategy for implementing the more stringent 70-parts-per-billion
ozone standard put in place late last year. The agency will also
hold a public hearing if requested by Dec. 2, according to a
Federal Register notice published today.

CLIMATE CHANGE

China Tells Trump That Climate Change Is No Hoax It Invented.
China couldn’t have invented global warming as a hoax to harm
U.S. competitiveness because it was Donald Trump’s Republican
predecessors who started climate negotiations in the 1980s,
China’s Vice Foreign Minister Liu Zhenmin said. U.S. Presidents
Ronald Reagan and George H.W. Bush supported the
Intergovernmental Panel on Climate Change…

Supermoon-spiked king tide offers sneak preview of sea-level rise
along East Coast. This week’s supermoon was more than a
spectacular sight in the night sky. It nudged up sea levels,
leading to areas of coastal flooding along the East Coast. Such
inundation offered a glimpse of the new normal in certain
low-lying areas as sea levels rise because of climate change.

White House Releases Wishful Climate Change Plan Before Trump
Takes Office. At COP 22, U.S. climate envoys lay out a vision to
'deeply decarbonize' the economy by 2050, just as a Trump
presidency threatens to reverse climate progress. The White House
released an optimistic but somewhat wishful strategy for
long-term climate action on Wednesday, outlining options
envisioned by the lame-duck Obama administration to…

Obama Presses Ahead with Plans for Deep Emissions Cuts. The
administration released its strategy at the UN climate talks for
cutting U.S. emissions more than 80 percent by mid-century. The
Obama administration fulfilled what is probably its final major
contribution to the Paris Agreement yesterday, releasing an
outline for how the United States can act in the long term to
help the world keep warming to a safe level.

Climate Advocates Get a Huge Donation Trump Bump. Much of
President-elect’s Donald Trump’s policy preferences remain opaque
and can only be inferred from vague campaign statements. While
specifics are forthcoming, a number of organizations are already
gearing up to do battle on a host of issues, including climate
change. And if the early sign are any indication it looks like
they may have more public support than ever.

Acting on Climate Change Is Actually Where the Money Is. In
March, Donald Trump, then just one of many GOP presidential
candidates, told the Washington Post Editorial Board: “I’m not a
big believer in man-made climate change.” This was consistent
with Trump’s longstanding tendency to dismiss global warming as a
“fictional” problem. Since 2011, he’s rattled off a litany of
tweets mocking concern for the issue.

Does Calif. become leader or an island on climate change?
California is building a bulwark to defend its work on climate
change as President-elect Donald Trump, who called global warming
"a hoax," readies his transition to office. The Golden State
voted a deep shade of blue on Election Day, picking Democratic
nominee Hillary Clinton over Trump by a nearly 29-point margin.

China's flurry of gas measures to lift investment, third-party
access. Sweeping moves by China to boost transparency in the
natural gas sector will encourage private investment in pipelines
and terminals, industry experts say, as part of Beijing's drive
to nearly triple the fuel's role in China's energy mix. The
world's top energy user is planning to boost the use of natural
gas since it emits just half of the greenhouse gases that burning
coal produces.

USGS Announces Largest Oil And Gas Deposit Ever Assessed In U.S.
The U.S. Geological Survey says a deposit in West Texas is the
largest continuous oil and gas deposit ever discovered in the
United States. On Tuesday, the USGS announced that an area known
as the Wolfcamp shale contains 20 billion barrels of oil and 16
trillion cubic feet of natural gas.

CARB Vs. Trump: Who Wins? The Trumpster has made it clear he
plans to take a wrecking ball to the Environmental Protection
Agency, which he blames for imposing a welter of regulations that
make American businesses unable to compete in the global economy.
One part of those regulations involves CAFE, or Corporate Average
Fuel Economy, rules that have been in place since the time of the
first Arab oil embargo in 1973.

LOS ANGELES AUTO SHOW

Carmakers show their caution on electric cars at Los Angeles Auto
Show. Electric cars are taking a back seat to more profitable
trucks and sport utility vehicles at this year's Los Angeles Auto
Show, a venue that recently has been a showcase for green cars.
Despite Tesla Motors' (TSLA.O) bold bet on consumer demand for
all-electric vehicles, traditional automakers at the show are
pushing the trucks and SUVs…

Volkswagen boosts range of e-Golf electric car. As the
competition for electric cars heats up, Volkswagen is presenting
a new longer-range version of its e-Golf at the Los Angeles Auto
Show. The range has been boosted almost 50% — from 83 miles a
charge in the current version to 124 miles in new one. But it
still pales next to Chevrolet's Bolt, which is about to go on
sale with a rating at 238 miles a charge…

FCA sued over emissions of 2007-2012 Dodge Ram diesel pickups
with Cummins engines. Fiat Chrysler Automobiles (FCA) and engine
supplier Cummins are the latest companies to be accused of hiding
excess diesel-exhaust emissions. A class-action lawsuit filed

conceal illegally-high levels of emissions in Dodge Ram 2500 and
3500 diesel pickup trucks manufactured between 2007 and 2012.

Study: Battery EVs Better For Emissions Reductions Than Hydrogen
Fuel Cell Vehicles. A new study from Stanford University has
corroborated what should really be common sense by this point,
that battery electric vehicles are a better choice for the
reduction of greenhouse gas emissions than hydrogen fuel cell
vehicles are. News to no one that isn’t a hydrogen ideologue, but
still good to see things quantified in detail.

VW’s Chief Faces Long Road to Overhaul Auto Maker. Contentious

Coal in control as Wyo. senators ascend to top slots. Coal-state
senators are poised to assume several of the most prominent
leadership positions in Congress, promising to roll back a series
of environmental regulations and offering a modicum of support to
an industry badly in need of a lifeline. The ascension of
coal-field lawmakers sets the stage for a pitched battle over the
future of U.S. environmental policy.

New Delhi’s Air Pollution. To the Editor: Re “Thick Smog in
India’s Capital Leaves Residents ‘Cowering’ by Air Purifiers”
(news article, Nov. 8): New Delhi’s air pollution emergency is a
problem with a solution. New York City found it after decades of
pollution rivaling that of the Indian city and other global
metropolises through staunch local controls and the Clean Air Act
of 1970.

California agencies must shift flood management approach to work
with nature. It’s hard to think about floods after five years of
drought. But in Sacramento, we don’t have a choice. Scientists
tell us that climate change will bring drier years and more
severe storms. Recent history shows this threat, as California
has bounced between drought and flood.

Build America, then Buy American. When President Obama signed the
stimulus spending package in 2009 in an effort to revive the

faster trains. The goal was to build a modern, energy-efficient
rail system…
