consprod -- Reporting Requirements for Multi-purpose Lubricant Products

We have posted a letter reminding stakeholders of upcoming
special reporting requirements for Multi-purpose Lubricant
products subject to the 10 percent by weight volatile organic
compound (VOC) limit that will become effective on December 31,
2018, at the following site. :

If you are a responsible party or formulator of a Multi-purpose
Lubricant product that was sold for use in California during
calendar year 2016, you must submit a report on sales data for
2016 and research and development efforts undertaken to achieve
the 10 percent VOC limit.  The data must be submitted by March
31, 2017.  The required data are necessary for our assessment of
the feasibility of the future 10 percent by weight VOC limit for
this category.

Section 94513(f)(2) of the Regulation for Reducing Emissions from
Consumer Products (Consumer Products Regulation; title 17,
California Code of Regulations, sections 94507 – 94517)
stipulates the types of data required to be reported for
Multi-purpose Lubricant products sold, supplied, offered for
sale, or manufactured for sale in California.

meeting upcoming requirements to ensure companies are on track to
comply with the requirements before they become effective.  

ARB’s Consumer Products Program is an important part of overall
efforts to reduce the amount of smog-forming emissions, toxic air
contaminants and greenhouse gases emitted from the use of
chemically formulated consumer products.  ARB’s consumer products
regulations have resulted in projected emission reductions of
nearly 50 percent since 1990, but more needs to be done to meet
health-based air quality standards.
