| BY NOTICE issued November 8, 1999, The Air Resources Board (ARB) announced it would conduct a public meeting to consider approval of the revised on-road motor vehicle emissions inventory. This meeting was originally scheduled for December 9, 1999, and subsequently rescheduled to March 23, 2000. | This item will be considered at a two-day meeting of the ARB commencing at 9:30 a.m., May 25, 2000, and may continue at 8:30 a.m. on May 26, 2000, if necessary. Please consult the agenda for this meeting, which will be available at least ten days before May 25, 2000, to determine the day on which this item will be considered. | ||||||

| PROPOSED ACTION | ||||||
| California's emissions inventory for on-road motor vehicles is an estimate of the amounts and types of pollutants emitted from the millions of vehicles operated in California. The emissions inventory is used to determine the reduction in emissions needed to meet air quality goals, and to evaluate the need for and effectiveness of emission control strategies and regulations. | ||||||
| Section 39607(b) of the California Health and Safety Code requires the ARB to inventory emissions from various sources of air pollution. The ARB has published inventories and updates for over 25 years. Improvements are made periodically to maintain and provide the most complete, accurate, and up-to-date inventory practicable. | ||||||
| In the course of the review process, a workshop was held on December 1, 1999, to update the public on the status of the emissions inventory and to discuss any remaining issues or concerns. In response to issues raised at this workshop and requests for more time to review the proposed methodology and assess the implications of the changes, the decision was made to postpone the hearing until March of 2000. During this period, staff was to and did meet with representatives of industry and academia to address those few remaining issues. However, not all of these issues were adequately resolved in time for the March 2000 Board meeting. Therefore, a postponement to the Board's regularly scheduled May 2000 meeting is deemed necessary. | ||||||
| At the May 2000 public meeting, the Board will consider the ARB staff's recommendation that the Board approve the revised on-road motor vehicle emissions inventory, reflected in the state's EMFAC2000 On-Road Emissions Inventory Estimation Model. | ||||||
| AVAILABILITY OF DOCUMENTS AND CONTACT PERSON | ||||||
| The ARB staff has prepared a Staff Report entitled "Revision to the State's On-Road Emissions Inventory Estimation Model - EMFAC2000." In addition, ARB staff has prepared a Technical Support Document entitled "EMFAC2000 On-Road Emissions Inventory Estimation Model - Technical Support Document," that presents in greater detail the revisions made to the emissions estimation model and the impacts of these revisions on the inventory. | SUBMITTAL OF COMMENTS | ||||||
| The methodology underlying the revisions to the inventory was presented to the public during the July 30, 1998, and December 1, 1999 workshops in El Monte, and the September 30, 1998 workshop in Sacramento. Staff has had on-going communications with interested parties. Staff invites comments regarding the inventory, or the underlying methodology, prior to the scheduled meeting. | ||||||
| The public may also present comments relating to this matter verbally or in writing to be considered by the Board. Written submissions must be addressed to: Clerk of the Board, Air Resources Board, P.O. Box 2815, Sacramento, California 95812 and received no later than 12:00 p.m., May 24, 2000 or received by the Clerk of the Board at the meeting. | ||||||
| The Board requests, but does not require, that twenty copies of any written statement be submitted and that all written statements be filed at least ten days prior to the meeting. The ARB encourages members of the public to bring any suggestions for modification of the proposed action to the attention of staff in advance of the meeting. | ||||||
