| $25 Million Grant Program |
| In accordance with the 2006-2007 Budget Bill AB 1801, Chapter 47, Statutes of 2006, $25 million originally allocated for the replacement of older school buses was redirected as grants to public agencies to purchase low-polluting construction equipment. |
| Light Duty Scrap (Car Buy Back) |
| The voluntary accelerated vehicle retirement (VAVR) program, also known as a car scrappage or old vehicle buy back program, provides monetary or other incentives to vehicle owners to voluntarily retire their older, more polluting vehicle. A primary goal of the VAVR program is to encourage a more timely removal of older, more polluting vehicles from California roadways to be replaced with newer, cleaner vehicles or alternative transportation options. |
| Lower Emission School Bus Program |
| The program provides grant funding for new, safer school buses and to put air pollution control equipment (i.e., retrofit devices) on buses that are already on the road. |

| Regulatory activities pertaining to the reduction of diesel particulate matter (PM) and oxides of nitrogen (NOx) emissions from diesel-fueled cargo handling equipment at California's ports and intermodal rail yards. |
| Commercial Harbor Craft Regulation |
| Regulatory activities to reduce diesel particulate matter (PM), oxides of nitrogen (NOx), and reactive organic gases (ROG) from commercial harbor craft. There are several types of harbor craft in use in California, including crew and supply boats, charter fishing vessels, commercial fishing vessels, ferry/excursion vessels, pilot vessels, towboat or push boats, tug boats and work boats. |
| In-Use Stationary Diesel Agricultural Engines |
| The Air Resources Board (ARB) is working with the agricultural community, air districts, environmental and citizen groups, and the public to develop a control measure to reduce the emissions and health risks associated with in-use stationary agricultural engine diesel exhaust. New and newly-purchased used stationary diesel agricultural engines are currently regulated under the ATCM for Stationary Compression Ignition Engines. In addition, California's local air districts are also developing regulations to reduce NOx emissions from stationary diesel agricultural engines. |
| Off-Road Equipment (In-Use) Control Measure |
| The Air Resources Board (ARB) is developing a control measure to reduce diesel particulate matter (PM) emissions from in-use (existing) off-road mobile equipment in California. Such equipment is used in construction, mining, and industrial operations. The measure will not cover equipment used in agricultural operations or already covered by another measure or agreement. |
| Off-Road Large Spark-Ignition (Gasoline and LPG) Equipment Activities |
| egulatory activities and related information for off-road large spark-ignition (LSI) equipment greater than 25 horsepower, including farm, construction, and industrial equipment, powered by gasoline and liquefied petroleum gas (LPG), and other alternate fuels. |
| On-Road Heavy-Duty Diesel-Fueled Public Fleets |
| The control measure for On-Road Heavy Duty Diesel Fleet Vehicles Owned / Operated by Public Agencies and Utilities requires public agencies (municipalities) and utilities to reduce the amount of diesel particulate matter from their vehicles by application of best available control technology. |
| On-Road Trucks (In-Use) Control Measure |
| The Air Resources Board (ARB) is developing a control measure to reduce diesel particulate matter (PM) emissions from heavy-duty diesel powered trucks operated in California. |
| Portable Diesel-Fueled Engines Air Toxic Control Measure |
| On February 26, 2004, the Air Resources Board adopted an Air Toxic Control Measure (ATCM) for portable diesel-fueled engines. |
| Public Transit Agencies Fleet Regulation |
| Fleet rule for transit agencies and new requirements for transit fleet vehicles (urban buses and non-urban buses). |
| Solid Waste Collection Vehicle Rule |
| California's solid waste collection vehicle rule was passed in September 2003 to reduce the harmful health impacts of the exhaust from diesel-fueled waste collection trucks. The regulation will reduce cancer-causing particulate matter and smog-forming nitrogen oxides emissions from these trucks by requiring owners to use ARB-approved control technology that best reduces emissions, following a phased-in schedule from 2004 through 2011. |

| This program verifies diesel emission control systems for sale in California. Carl Moyer Program only funds verified diesel emission control systems. |
| Mobile Source Certification Programs |
| New motor vehicles and engines must be certified by the California Air Resources Board (ARB) for emission compliance before they are legal for sale, use, or registration in California. The Carl Moyer Program only funds certified motor vehicles and engines. |
