Locomotives


Chapter 11 of the 2011 Carl Moyer Program Guidelines describes the minimum criteria and requirements for locomotive projects. Air districts may set more stringent requirements based upon local priorities.

Projects Eligible for Funding

The following categories may be eligible for funding: 

Eligible Project Types: Locomotives

Project

Description

Alternative technology switcher

Purchase of a new alternative switcher locomotive or other cleaner-than-required new locomotive.

Idle Limiting Device (ILD)

Installation of an ILD to reduce emissions on a Class 3 locomotive.

U.S. EPA certified engine remanufacture kit or repower/refurbishment

Purchase and installation of an engine remanufacture kit that typically includes new fuel injectors, cylinder head assemblies, pistons, and other engine components. Locomotive refurbishments (or repowers) are also eligible, provided the engine is certified.

ARB verified retrofit

Purchase and installation of a retrofit on a locomotive.

Head End Power Unit (HEP)

May receive funding with approval from ARB on a case-by-case basis.

Carl Moyer Program Funding Amounts

Carl Moyer Program funding for California's larger Class 1 freight railroads is generally limited due to the availability of Goods Movement Emission Reduction Bond Program (Proposition 1B Goods Movement Program) funding, and the South Coast and Statewide Memoranda of Understanding (MOU) with these railroads (See Table 11-1 in the 2011 Carl Moyer Program Guidelines).

Listed below are the maximum funding amounts for each eligible locomotive project type as described in the 2011 Carl Moyer Program Guidelines.
