Off-Road Compression-Ignition Equipment


Chapter 7 of the 2011 Carl Moyer Program Guidelines describes the minimum criteria and requirements for mobile, self-propelled, off-road compression-ignition (CI) projects such as construction and agricultural equipment. This chapter also describes criteria for non-agricultural portable equipment.

This chapter does not cover portable and stationary agricultural equipment (see Chapter 10). Criteria and requirements for the off-road equipment replacement category can be found in Chapter 9. Air districts may set more stringent requirements based upon local priorities.

Projects Eligible for Funding


The following categories may be eligible for funding:

Eligible Project Types: Off-Road Compression-Ignition Equipment

Project

Description

Repower of Existing Equipment

Replacement of an in-use off-road CI engine with another engine or motor

Retrofit Purchase

Purchase of a retrofit to reduce emissions.

New Equipment Purchase

Requires case-by-case approval by ARB.

Equipment Replacement

Purchases of new or used CI equipment to replace an uncontrolled, fully functional piece of CI equipment.

Carl Moyer Program Funding Amounts

The Air Resources Board (ARB) has adopted in-use fleet rules affecting off-road CI equipment: the In-Use Off-Road Diesel Vehicle Regulation (Off-Road Regulation) and the Cargo Handling Equipment at Ports and Intermodal Rail Yards Regulation (CHE Regulation). Portable engines are regulated under the Portable Toxic Control Measure (ATCM). There are limited funding opprotunities for equipment subject to these rules.

Listed below are the maximum funding amounts for eligible off-road compression-ignition equipment projects as described in the 2011 Carl Moyer Program Guidelines.
