On-Road Heavy-Duty Voucher Incentive Program (VIP)


The On-Road Heavy-Duty Voucher Incentive Program (VIP) takes the current criteria of the Carl Moyer Program Fleet Modernization program and streamlines the requirements for both participants and air districts. By streamlining the guideline requirements, the goal of the voucher program is to provide funding opportunities for fleets with 3 or fewer vehicles to quickly replace or retrofit their older heavy-duty diesel vehicles. Fleet owners that operate vehicles with 2006 or older model year diesel engines may be eligible for funding towards the purchase of a replacement vehicle that has a 2007 or newer engine. Fleet owners that operate vehicles with 1996-2006 model year diesel engines may be eligible for funding towards the purchase of an exhaust retrofit.

Projects Eligible for Funding


The following heavy-duty vehicle VIP projects are eligible for funding:

Project

Description

New Replacement Vehicle Purchase 

The purchase of a new 2010 model year or later vehicle with an engine certified to a Family Emissions Limit (FEL) or Standard (STD) level of 0.50 grams per brake horsepower hour (g/bhp-hr) Oxides of Nitrogen (NOx) and 0.01 g/bhp-hr Particulate Matter (PM) or cleaner engine to replace the existing vehicle that is to be scrapped.

Used Replacement Vehicle Purchase 

The purchase of a used 2007 model year or later vehicle with an engine certified to a FEL or STD level of 1.20 g/bhp-hr NOx and 0.01 g/bhp-hr PM or cleaner engine to replace the existing vehicle that is to be scrapped.

Retrofit Purchase and Installation 

The purchase and installation of a qualifying retrofit device that is verified by the California Air Resources Board (ARB) for the specific engine family in the existing vehicle.VIP funding for retrofit projects is limited to trucks with GVWR over 14,000 pounds. 

Carl Moyer Program Funding Amounts

Listed below are the funding amounts for each eligible VIP project type as described in the On-Road Voucher Incentive Program Guidelines.

The maximum total project funding amounts associated with reducing the eligible costs of a VIP project are pre-determined and can be located in the On-Road VIP Guidelines, and shown in Appendix O for retrofits and Appendix P for replacements.

Minimum Participation Criteria

Owned and operated in California 75% of the time for the previous 2 years. Additional usage or residency requirements may apply in some districts. 

Fleets with 3 or fewer heavy-duty diesel vehicles.

Old diesel vehicles with a Gross Vehicle Weight Rating (GVWR) of 14,001 pounds or more.

Operating a minimum of 15,000 miles per year or consuming 1,500 gallons of diesel fuel per year or more depending on engine model year and GVWR during the previous two years.

Replacement vehicle has a 2007 or newer engine that is at or below 1.20 g/bhp-hr NOx and 0.01 g/bph-hr PM.

Retrofits must be ARB verified.
