CALIFORNIA AIR RESOURCES BOARD NOTICE OF PUBLIC MEETING TO CONSIDER THE APPROVAL OF GUIDELINES FOR THE GENERATION OF MOBILE SOURCE EMISSION REDUCTION CREDITS THROUGH THE PURCHASE OF NEW, REDUCED-EMISSION HEAVY-DUTY VEHICLES. The Air Resources Board (the "Board" or "ARB") will conduct a public meeting at the time and place noted below to consider an addition to the guidelines for air pollution control and air quality management districts (districts) on the generation and use of mobile source emission reduction credits. DATE: October 26, 1995 TIME: 9:30 a.m. PLACE: California Air Resources Board Board Hearing Room, Lower Level 2020 L Street Sacramento, CA This item will be considered at a two-day meeting of the Board, which will commence at 9:30 a.m., October 26, 1995, and may continue at 8:30 a.m., October 27, 1995. This item may not be considered until October 27, 1995. Please consult the agenda for the meeting, which will be available at least 10 days before October 26, 1995, to determine the day on which this item will be considered. At a public meeting held on February 19, 1993, the Board approved the Mobile Source Emission Reduction Credits Guidelines to be used by districts in developing mobile source credit programs. These guidelines addressed the specific cases of generating credits through the accelerated retirement of older vehicles, the purchase of low-emission buses, and the purchase of zero-emission vehicles. At a public meeting on November 18, 1993, the Board approved additions to those guidelines which covered the generation of mobile source credits through the retrofit of existing vehicles to reduced- emission configurations. The staff has recently developed additional guidelines and will ask the Board to approve them for inclusion in the existing guidelines document. The proposed new guidelines will provide direction regarding engine certification, credit calculation, enforcement, and credit life determination for generating credits through the purchase of new, reduced-emission heavy-duty vehicles. These proposed, new guidelines will be considered by the Board for approval and distribution to the districts as additions to the Board's existing guidelines for the development of mobile source emission reduction credit programs. By closely following the approved ARB guidelines when adopting mobile source credit rules, districts will facilitate the ARB review and approval of those rules. A summary of the proposed new credit guidelines will be presented by staff at the meeting. Interested members of the public may also present comments orally or in writing.
