Final Rulemaking Package for the Amendments to the Regulation (November 8, 2011)

• Staff have posted the Final Rulemaking Package for the amendments to the regulation. The package was filed with the Office of Administrative Law (OAL) on October 28, 2011, and OAL has until December 14, 2011, to make a determination.  The package includes the Final Statement of Reasons which includes ARB's responses to all comments received on the regulation during the public comment periods.

Advisory on the Delay or Suspension of the Installation of Particulate Matter (PM) Filters (September 30, 2011)

• MSC Mail-Out 11-29 has been posted to address compliance, including early action credit eligibility, when a manufacturer of a verified diesel PM filter suspends sales and installations of a PM filter, or requires its removal for a particular engine family. 

September 8 Truck Regulations Advisory Committee (TRAC) Meeting (September 7, 2011)

•  The meeting schedule and agendas for the September 8 Truck Regulations Advisory Committee (TRAC) and Subcommittee meetings have been posted at TRAC Meetings.  

Compliance Assistance Tool (August 5, 2011)

• Staff has posted an updated version of the Fleet Calculator.  The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus regulation.   Fleet owners can view automated compliance strategies for meeting the compliance schedule based on engine model year or can evaluate more flexible compliance strategies including the PM filter phase-in option, compliance credits, and special provisions.  The tool has been updated to reflect the amendments considered by the Board in December 2010 and reflects details addressed as part of the 15 day public comment period. 

Notice of Public Availability of Modified Text, Availability of Additional Documents and Information and Availability of References (May 19, 2011)

• Staff has posted a Notice of Public Availability of Modified Text, Availability of Additional Documents and Information and Availability of References, to which Corrections Have Been Made, that Were Listed in the Initial Statement of Reasons for the Proposed Amendments to the Regulation to Reduce Emissions of Diesel Particulate Matter, Oxides of Nitrogen and Other Criteria Pollutants From In-Use On-Road Diesel-Fueled Vehicles, and to the Regulation to Reduce Emissions From In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks at Ports and Intermodal Rail Yard Facilities.
  

Overview of the Truck and Bus Regulation (May 6, 2011)

• A fact sheet is now available that provides an overview of the regulation consistent with amendments considered by the Board in December 2010.
  

Enforcement Advisory regarding to the Postponement of Reporting Deadline and Administrative Changes (April 15, 2011)

• Enforcement Advisory 427 explains administrative changes in implementing the requirements of the Truck and Bus Regulation.  The reporting date for agricultural vehicles and two-engine sweepers has been postponed from March 31, 2011 to April 29, 2011. The definition of “Farming Business” was clarified to allow farm management companies, that do not own or lease land, to take advantage of the agricultural vehicle provisions.  The advisory also addressed specialty vehicle exemptions, and the date for labeling the agricultural vehicles.
  

Reporting Date Postponed Until April 29, 2011 for agricultural fleets and fleets with street sweepers with Tier 0 engine (March 22, 2011)

• The March 31, 2011 reporting date for agricultural fleets and fleets with street sweepers with Tier 0 auxiliary engines is being postponed until April 29, 2011 to give fleets more time to report. California Air Resources Board staff is preparing an advisory to reflect the change and will be updating related documents in the near future.

Compliance Assistance Tool (February 23, 2011)

• The Fleet Calculator is an Excel spreadsheet to assist fleet owners in evaluating various compliance strategies to comply with the Truck and Bus Rule. It allows the user to input the engine model year, and emission control technology assumptions to determine what compliance options may be available to comply with the regulation for each calendar year.  Fleets can view automated compliance strategies for meeting the compliance schedule based on engine model year or can evaluate more flexible compliance strategies including the phase-in option, compliance credits, and special provisions.  The tool is consistent with amendments considered by the Board in December 2010.

Agricultural Provisions Reporting Information (February 10, 2011)

• The online reporting system is now available for agricultural fleets to report.  Agricultural fleets that reported in 2010 can login to the online system to provide January 1, 2011 odometer readings and update vehicle information for 2011.  Fleets that are reporting for the first time can create an account and enter their information directly online without using paper reporting forms.  The user guide provides information on how to report and has the paper reporting forms. 
• A factsheet is available that summarizes the agricultural vehicle provisions consistent with amendments considered by the Board at the December 17, 2010, Board Hearing. 

Summary of the Amendments Considered by the Board and Advisory about Enforcement Delay and Reporting Deadline Changes (January 7, 2011)

• Enforcement Advisory 424 provides information about the enforcement delay of the Truck and Bus Regulation until January 1, 2012 and changes in the reporting deadlines for affected fleets.
• A Factsheet is available that summarizes regulatory requirements consistent with amendments considered by the Board at the December 17, 2010, Board Hearing. 

December 17, 2010 Board Hearing (December 21, 2010)

• The Air Resources Board approved amendments to the Truck and Bus regulation, the Drayage Truck regulation, and the Tractor-Trailer GHG regulation.

Public Meeting on Emissions Inventories for Trucks, Buses, and Off-Road Equipment (Posted November 4, 2010)

• The Air Resources Board will conduct a public meeting on November 18, 2010, to hear a report on updates to emissions inventories for trucks, buses, and off-road equipment prior to considering amendments to the Truck and Bus and the off-road regulations at a hearing scheduled in December 2010. This informational item for the November meeting focuses only on the emissions inventory activity and emissions data and methods, and not the proposed regulatory amendments which will be considered in December.  Comments on the emission inventory used to support the proposed amendments to the Truck and Bus and Off-Road regulations may be submitted here.  

Regulatory Documents for Proposed Amendments to the Truck and Bus, Drayage Truck, and Tractor-Trailer GHG regulations (Posted October 28, 2010) 

• The Air Resources Board will conduct a public hearing on December 16 or 17, 2010, in Sacramento, to discuss proposed amendments to on-road and off-road regulations to reduce emissions from diesel vehicles.  Specifically, the Board will consider proposed amendments to the Truck and Bus, Drayage Truck, and Tractor-Trailer GHG on-road regulations. The public hearing notice and staff report have been posted on the Rulemaking Activity web page.  ARB staff has posted additional supporting documentation and analyses for the proposed amendments to the Truck and Bus and Drayage Truck regulations at the AB 1085 Compliance web page.  A fact sheet summarizing the proposed amendments to the Truck and Bus regulation has also been posted.  Comments on the proposed amendments to the Truck and Bus, Drayage Truck and Tractor-Trailer GHG on-road regulations may be submitted here.

Workshops to Discuss Proposed Amendments (Posted September 15, 2010) 

• The workshop notice for the upcoming workshops in September and October is now available. At these workshops, staff will discuss amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation), and the Off-Road Large Spark-Ignition Engine Fleet Requirements (LSI fleet regulation).

The Workshop Presentations and Updated Agenda for the August/September Workshops is Online (Posted August 31, 2010) 

• Please note that the agenda for these workshops have changed. Staff will not be providing new regulatory proposals at this time. Instead, staff will be soliciting feedback on the revised emission inventories used when developing the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation). Additionally, staff will give a presentation summarizing the recently released report: "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods".
  
  Finally, staff will hold an open comment period to solicit suggestions for further regulatory amendments, given the recently available information discussed in the workshop. Workshops on revised staff regulatory proposals will be held in September/October, 2010. To accommodate this additional series of workshops, and to provide time for public comment, staff will delay proposing regulatory amendments to the Board until December 2010.
  
  The hard copy materials will also be available at each location on the day of the meeting.

Changes in Upcoming Diesel Workshops (Posted August 25, 2010)

• Staff of the Air Resources Board (ARB) is making some changes to the upcoming series of 5 statewide workshops pertaining to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation).
  
  Staff is postponing tomorrow’s workshop in Fresno (August 26th) to Friday, September 3, 2010.  The time and locations of the workshop, including videoconferencing with Bakersfield and Modesto, remains unchanged.

  At all of the workshops, staff will provide an update on the changes to the emissions inventories underlying the off-road regulation, the truck and bus regulation and the drayage truck regulation as originally planned.  However, ARB staff needs additional time to evaluate and explore appropriate regulatory proposals and consider their economic impact on affected stakeholders, determine the effect of any changes on emissions over the next decade, and determine how to best protect public health in light of the health impacts of fine particle pollution (PM2.5) currently underway.  Once this work is complete, ARB staff will schedule additional workshops regarding the modified proposals so that we may receive stakeholder feedback and comments on the proposed amendments.

• The workshop notice for the upcoming workshops in August and September is now available. At these workshops, staff will discuss amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation). In addition, the revisions to the off- and on-road emissions inventories used during the development of both regulations will be discussed.

Delay of Board Hearing to November for Consideration of Amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck Regulations (Posted August 3, 2010)

• Staff held workshops in June and July regarding proposed amendments to the Truck and Bus, Off-Road, Tractor-Trailer GHG, and Drayage Truck regulations.  At the workshops, stakeholders requested additional time to review and comment on the following: 
  
  •    Details of planned emissions inventory updates for trucks and off-road vehicles,
  •    Specific draft regulatory language,
  •    ARB’s revised report on fine particulate matter (PM2.5) mortality estimates, a draft of which will be released later this summer, and
  •    Proposed changes to the Drayage Truck Regulation.
  
  To address stakeholders’ requests, the Board Hearing to consider the proposed amendments, currently slated for September 2010, will be moved to November.  In the interim, staff will hold workshops in August and September to discuss the revised emission inventory and the proposed amendments. This delay in the hearing date will provide sufficient time to hold the workshops and to make any necessary adjustments after the workshops.  A workshop notice will be forthcoming.

Unique Vehicle Determination for Certain Cab-Over Engine Livestock Truck and Trailer Combinations (Posted July 23, 2010)

• Regulatory Advisory No. 417 identifies that certain cab-over engine truck and trailer combinations that are used exclusively to transport livestock, qualify for the unique vehicle provisions of the Truck and Bus Regulation. .

Public Meeting to Discuss Proposed Changes to the School Bus Provisions  of the Truck and Bus Regulation (Posted July 23, 2010)

• The California Air Resources Board (ARB) invites you to participate in a public meeting to discuss proposed changes to the school bus provisions of the Truck and Bus Regulation. 

Disclosure and Record Keeping Requirements (Posted July 12, 2010)

• Regulatory Advisory No. 416 provides information about disclosure and record retention requirements applicable to California on-road heavy-duty diesel vehicle sellers.

Training Course for Diesel Truck, Bus, and Equipment Sellers (Posted July 9, 2010)

• On July 21st and 22nd, ARB will be providing training for sellers of trucks, buses, and trailers that operate in California.  The training will provide an overview of the regulatory requirements affecting truck, bus, and trailer owners, tools for compliance assistance, and seller disclosure requirements.  The trainings will be offered on July 21 in El Monte and July 22 in Sacramento.  The training course on July 22 will also be available by webcast.  If participants cannot attend one of the scheduled training dates, ARB staff is offering to host a pre-arranged interactive training where participants can attend online from remote locations.  More information can found at the training webpage.  

June/July Workshop Presentation (Posted June 22, 2010)

• The workshop presentations have been posted for the upcoming June/July workshops to discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation).  A document detailing proposed minor amendments and clarifications to the in-use off-road diesel vehicle regulation has also been posted.

• The workshop notice for the upcoming workshops in June and July is now available. At these workshops, staff will discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation).  In addition, an update on the emission inventories for the truck and bus and off-road regulations will be provided.

Surveys for the Truck and Bus and the Off-Road Regulations (Posted May 24, 2010)

• Surveys have been posted to solicit fleet data, financial information, input regarding regulatory amendments for the Off-Road regulation, activity and load factor data.  The result of these analyses along with information obtained from other sources will help staff craft the proposed modification to the Truck and Bus and the Off-Road regulations and evaulate the cumulative effects of the amendments.  Any information that is marked confidential will remain confidential.  The deadline for submitting the survey information is June 1, 2010.  The surveys are posted on both the Truck and Bus and the Off-Road web sites.

May Workshops to Discuss Updates to the Truck and Bus and the Off-Road Emissions Inventories (Posted May 3, 2010)

• The workshop notice for the upcoming May workshops is now available. These workshops will discuss updates to the off- and on-road emissions inventories used during the development of both regulations. Following the inventory discussion, staff will discuss and solicit input regarding potential amendments to the off-road and truck and bus regulations.

Regulatory Status for the Proposed Amendments and Administrative Changes (Posted March 26, 2010)

• Regulatory Advisory No. 415 explains administrative changes in implementing the Truck and Bus Regulation and informs affected fleets of the changes in the proposed schedule for considering amendments to the regulation as part of ARB staff’s continuing evaluation of the emission impact of current economic conditions.

TRUCRS Online Reporting System Ready  (Posted March 23, 2010)

• The TRUCRS online reporting system is now available for fleets to submit their fleet information.  The fleet owner can use the system to create a TRUCRS ID and login to TRUCRS to upload their fleet information from the 2010 Excel spreadsheet and to view the fleet information online.

TRUCRS Users Guide and Reporting Training Seminar Videos (Posted March 9, 2010)

• A user’s guide for the Truck Regulation Upload, Compliance, and Reporting System (TRUCRS) has been released to show the reporting fleet owners how to upload their fleet information for the Truck and Bus Regulation and the Heavy Duty Greenhouse Gas Regulation. Videos of the Truck and Bus Regulation Agricultural Provision and Heavy Duty Greenhouse Gas Training Seminar (Part 1 & Part 2) have also been made available to provide step by step instructions on how to report using TRUCRS.

Free Training Seminars on the Truck and Bus Regulation and the Heavy Duty Vehicle Greenhouse Gas Regulation - Additional training locations added in Napa, Bakersfield, Tulare, and Fresno (Posted March 4, 2010)

• The training series describes the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation including details on how to meet the reporting requirements for 2010. Additional training seminars will be held in Napa on March 11, Bakersfield on March 25 (morning), Tulare on March 25 (afternoon), and Fresno on March 26.  

Free Training Seminars on the Truck and Bus Regulation and the Heavy Duty Vehicle Greenhouse Gas Regulation - Additional training locations added and the La Mesa Seminar moved to San Diego (Posted February 24, 2010)

• The training series describes the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation including details on how to meet the reporting requirements for 2010. Additional training seminars will be held in El Centro on March 15 and in Colusa on March 23.  Also, the March 16 training seminar originally scheduled for La Mesa has been moved to San Diego. See the list of all public training seminars scheduled to date. Staff also plan to add additional dates and locations.
• Reporting is required by March 31, 2010, for fleets who wish to take advantage of agricultural vehicle provisions, and for fleets that operate two-engine sweepers with Tier 0 auxiliary engines.  Fleets subject to the Heavy Duty Vehicle Greenhouse Gas regulation also have reporting requirements in 2010.

Free Training Seminars on the Truck and Bus Regulation and the Heavy Duty Vehicle Greenhouse Gas Regulation (Posted February 8, 2010)

• Staff has posted dates for a series of public training seminars to discuss the requirements for the Truck and Bus regulation and the Heavy Duty Vehicle Greenhouse Gas regulation.  The reporting deadline for fleets who wish to take advantage of agricultural vehicle provision, and for fleets that operate two-engine sweepers with Tier 0 auxiliary engines, is March 31, 2010.  The training will help all fleets who wish to use ARB's compliance tools for compliance planning and reporting.  The training seminars will be held at various locations in the day and in the evening.  The training seminars will also be webcast on February 16, March 2, and March 18.  

Workshop to discuss the proposed amendments to the Truck and Bus regulation (Posted January 14, 2010)

• Staff has posted dates for workshops to discuss proposed amendments to the Truck and Bus regulation.  The dates and locations are January 20, 2010 in El Monte, January 25, 2010 in Sacramento and January 26, 2010 in Fresno.  The Sacramento workshop will be webcast, and live video feed has been set up for alternative locations (Modesto and Bakersfield) to telecast the Fresno workshop.
