Workshops
to Discuss Proposed Amendments
The California Air Resources Board (ARB) invites you to participate in
a final series of public workshops to discuss the proposed amendments
to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road
regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation
(truck and bus regulation), the In-Use On-Road Diesel-Fueled Heavy-Duty
Drayage Trucks Regulation (drayage truck regulation), and the Off-Road
Large Spark-Ignition Engine Fleet Requirements (LSI fleet regulation). The workshops will be held on the following dates at the following four locations: Sacramento - September 30, 2010 El Monte - Monday, October 4, 2010 San Diego - Tuesday, October 5, 2010 Fresno - Tuesday, October 12, 2010 The Sacramento workshop will be webcast, and live video feed has been setup for alternative locations to telecast the Fresno workshop. Changes in upcoming diesel workshops
Staff of the Air Resources Board (ARB) is making some changes to the
upcoming series of 5 statewide workshops pertaining to the Regulation
for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the
In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus
regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage
Trucks Regulation (drayage truck regulation). The workshop in Fresno (August 26th) has been rescheduled to Friday, September 3, 2010. The time and locations of the workshop, including videoconferencing with Bakersfield and Modesto, remains unchanged. Workshop dates: El Monte - Tuesday, August 31, 2010 San Diego - Wednesday, September 1, 2010 Fresno - Friday, September 3, 2010 Sacramento - Tuesday, September 7, 2010 Oakland - Wednesday, September 8, 2010 At all of the workshops, staff will provide an update on the changes to the emissions inventories underlying the off-road regulation, the truck and bus regulation and the drayage truck regulation as originally planned. Staff will also discuss a newly released report entitled: "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods." However, ARB staff needs additional time to evaluate and explore appropriate regulatory proposals and consider their economic impact on affected stakeholders, determine the effect of any changes on emissions over the next decade, and determine how to best protect public health in light of the evaluation of health impacts of fine particle pollution (PM2.5) currently underway. Because of this, we will NOT be discussing proposed regulatory changes at these workshops. However, ARB staff will schedule additional workshops regarding the modified proposals so that we may receive stakeholder feedback and comments on the proposed amendments. To accommodate this additional series of workshops, and to provide time for public comment, staff will delay proposing regulatory amendments to the Board until December 2010. and the Off-Road Regulations In preparation for proposing changes to the off-road regulation and the truck and bus regulation later this year, ARB staff is asking stakeholders to share the following information, which will be used to help staff craft proposed amendments ARB’s regulations. Links are available in the column on the right. On-Road and Off-Road Fleets Fleet and Financial Information Survey: Fleet data and financial information to help evaluate the impact of the economy on individual business subject to the truck and bus regulation, and the cumulative effects of the Truck and Bus and the Off-Road regulations. Off-Road Fleets Staff is requesting input from stakeholders regarding Amendments to the Off-Road Regulation, Off-Road Operating Hours and Fuel Use Data, and Off-Road Diesel Vehicle Load Factor Data. |

The dates and locations are May 6, 2010 in Sacramento, May 12, 2010 in El Monte, and May 18, 2010 in Fresno. The Sacramento workshop will be webcast, and live video feed has been setup for alternative locations to telecast the Fresno workshop. Workshops to discuss the
proposed admendments to the Truck and Bus regulation The California Air Resources Board has set the dates for workshops to discuss proposed amendments to the Truck and Bus regulation. At the December, 2009 Board meeting, the Board determined additional flexibility could be provided for fleets adversely affected by the economy, and discussed three alternatives to provide additional flexibility. At the workshops, staff will present proposed amendments, including the three alternatives, and other proposed modifications to the regulation. |

Effect of the Recession on Trucking Emissions" At its December 2008 meeting, the California Air Resources Board (ARB or Board) adopted the Statewide Truck and Bus Regulation. At that meeting, the Board directed ARB staff to report back to the Board in December 2009 on the impact of the current recession on heavy duty diesel vehicle activity and emissions in California. The documents to the right provide the basis for the December 9, 2009 Board presentation, "The Effect of the Recession on Trucking Emissions." These documents describe the data sources and approach taken to evaluate near term impacts of the recession, as well as the results of a sensitivity analysis assessing the implications of different economic scenarios for California truck emissions through 2014. |

Economy on Emissions Staff invites you to participate in a workshop to discuss what the impact of reduced economic activity is having on emissions from diesel-fueled trucks operating in California. Staff will also discuss potential impact of economic recovery scenarios on future emissions. The workshop has been rescheduled to a new date after a previous cancellation in order to provide time for staff to analyze additional sources of information. The workshop will provide the opportunity for stakeholders to provide comments on the staff analysis and related issues prior to the December Board meeting. |

Economy on Emissions Staff postponed the workshop originally scheduled on October 28 to discuss the impact of the economy on emissions with the intention of re-scheduling the workshop to a future date. Staff has now determined that re-scheduling the workshop before the December Board meeting will not be possible. |

MEETING POSTPONED UNTIL SEPTEMBER 1 Truck Regulations Advisory Committee Meeting to discuss formation of a truck regulation advisory committee (TRAC), established to assist in implementing the Truck and Bus regulation and the Heavy-Duty Diesel Greenhouse Gas Emission Reduction regulation. Staff is soliciting applications for membership to keep the size of the committee manageable, to allow for productive discussions, and to ensure TRAC represents a broad and diverse group of stakeholders. Applications are now due by July 27, 2009. Please see the invitation letter for more information. |
