CERTIFICATION
BACKGROUND
The On-Road Certification/Audit
Section is responsible for the certification and production audit of
new passenger cars (PC), light-duty trucks (LDT), medium-duty
vehicles (MDV), heavy-duty engines (HDE) and vehicles (HDV) including
urban buses (UB), on- and off-road motorcycles (ONMC and OFMC),
all-terrain vehicles (ATV), and electric golf carts (eGC). Vehicles
and engines (hereinafter, vehicles) are not legal for sale in
California until certified. Violation of the requirement for
certification can subject the vehicle manufacturers and/or selling
dealers to enforcement actions including a fine of up to $5000 per
vehicle.

CERTIFICATION OVERVIEW
To
be certified, a vehicle must demonstrate that its exhaust and (as
applicable, depending on the specific vehicle category) evaporative
emission control systems are durable and comply with the emission
standards for the vehicle's useful life. This is done through
durability and certification testing of the prototype certification
vehicle(s). Compliance with on-board diagnostics, anti-tampering,
fuel tank fill-pipe and openings, crankcase emissions, etc., as
applicable, must be demonstrated also. An application for
certification must be submitted to, and approved by, the Air
Resources Board (ARB) (and the U.S. Environmental Protection Agency
(USEPA) concurrently).
Production vehicles must be identical
in all material respects to those (of the certification vehicles) for
which the certification was granted; all emissions-related production
running changes and field fixes must be approved. Production vehicles
must be properly labeled and their emission control systems are
warranted for the specified duration. New and customer-owned
production vehicles are subject to compliance testing (by either the
manufacturers or ARB) and warranty repairs reporting by the
manufacturers, either of which can result in remedial
actions.
Certification is granted only to the manufacturer of
the vehicles who controls the vehicle specifications to ensure
compliance by all production vehicles. Certification can be granted
to an importer only if the importer demonstrates that it has control
of the vehicle specifications. As an example, this demonstration can
be effected by a contractual agreement between the vehicle
manufacturer and importer giving the importer the sole authority to
approve any changes to the production vehicles in the certified
engine/evaporative family. Importers lacking this vehicle
specifications control are subject to the direct-import (a.k.a.
grey-market) vehicle certification.

EXECUTIVE ORDERS OVERVIEW
For
certification purposes, vehicles are grouped in engine families or
test groups for exhaust emissions (hereinafter, engine families) and
evaporative families for evaporative emissions. Within each family,
the vehicles share similar designs and are expected to have similar
emission characteristics. An Executive Order is issued to certify an
engine family in combination with one or more evaporative families.
An Executive Order is valid for production during the specified model
year. Vehicles produced for another model year require another
Executive Order.
Pertinent certification information is
included in an Executive Order. Among the information available are
the vehicle model year, engine and evaporative families, vehicle
category, emission standard category, engine displacements, operating
fuel, emission control systems, values of the exhaust and evaporative
emission standards and certification emissions, and vehicle
models.
Note that Executive Orders are issued to the vehicle
manufacturers. Some manufacturers have multiple brands ("Makes")
of vehicles. To find the Executive Order for a specific vehicle, you
should search among the Executive Orders of the manufacturer that has
the brand of your interest. For example, you should search among
General Motors Corporation's Executive Orders for Buick, Cadillac,
Chevrolet, GMC, Hummer, Oldsmobile, Pontiac, Saab, or Saturn
vehicles. Other multi-brands manufacturers include [Manufacturer
(brands)]: Ford (Ford, Lincoln, Mercury), DaimlerChrysler Corporation
(Chrysler, Dodge, Plymouth, Jeep), Honda (Acura, Honda), Nissan
(Infiniti, Nissan), Toyota (Lexus, Scion, Toyota), Volkswagen (Audi,
VW) and BMW (BMW, Mini).
In a multi-manufacturers arrangement
between manufacturers ABC and XYZ, an Executive Order issued to
manufacturer "ABC" includes both ABC-branded vehicles and
XYZ-branded vehicles. To find the Executive Order for an XYZ-branded
vehicle, you may have to search among the Executive Orders issued to
ABC as well as XYZ. Among the multi-manufacturers arrangements
currently certified by the ARB are: Daimler Chrysler
Corporation-Mitsubishi, Ford-Mazda, General Motors-GMDAT
(Daewoo)-Isuzu-Subaru-Suzuki-Workhorse, Kawasaki-Suzuki, and NUMMI
(General Motors-Toyota).
HOW TO SEARCH FOR AN EXECUTIVE ORDER
In the
Executive Orders Listing section below, links to individual Executive
Orders are provided. Each Executive Order is indicated by its file
name. Useful information incorporated in the file names can help
facilitate the search for any particular Executive Order.
The
file name of each Executive Order provides information on:
manufacturer, vehicle category(ies), Executive Order number, all
engine displacements, emission standard(s), and the alternative fuel
type (i.e., non-existence or blank here indicates that the vehicle
uses the conventional fuel, gasoline). These types of information in
the file name are shown in blocks, separated by "underscores"
(_). There are no spaces in a block (e.g., astonmartin indicates the
manufacturer Aston Martin). Multiple entries when needed in a block
are separated by hyphens (-), for example, the multiple engine
displacements (e.g., 3d3-3d5 indicates two engine displacements, 3.3
and 3.5) or multiple vehicle categories (e.g., pc-ldt indicates
passenger car and light-duty truck vehicle categories) within that
engine family. Dots and decimal points (.) are not used in the file
name due to potential conflict with computer software convention.
Thus, the file name of a revised Executive Order will have the
lower-case letter "r" followed by the revision version
number in lieu of the normal decimal number (e.g., a1234567r8
indicates the eighth (8th)- revision Executive Order A-123-4567-8).
Similarly, the lower-case letter "d" will be used in lieu
of the normal decimal point in engine displacements (e.g., 3d3
indicates 3.3) or emission standards (e.g., 0d10 indicates
0.10).
Manufacturer names generally are not abbreviated. The
few exceptions are listed here. "bmw" stands for the
manufacturer Bayerische Motoren Werke AG which produces BMW and Mini
vehicles. "dcag" stands for the manufacturer
DaimlerChrysler AG which generally produces Mercedes vehicles. "dcco"
stands for the manufacturer DaimlerChrysler Corporation which
generally produces Chrysler, Dodge, Plymouth and Jeep vehicles.
"gmdat" stands for the manufacturer General
Motors-Daewoo Automotive Technology which is affiliated with General
Motors Corporation and produces vehicles for General Motors and
General Motors' affiliates (e.g., Suzuki) under multi-manufacturers
arrangements. "nummi" stands for the manufacturer
New United Motor Manufacturing, Inc. which produces General Motors
and Toyota vehicles under a multi-manufacturers arrangement. And,
"subaru" is used in lieu of the manufacturer Fuji
Heavy Industries, Ltd. which produces Subaru vehicles and other
vehicles for General Motors and General Motors' affiliates (e.g.,
Saab, Suzuki) under multi-manufacturers arrangements.
Knowing
the make, model, vehicle category, engine size, and fuel of the
vehicle of your interest, you should be able to find the Executive
Order certifying that particular vehicle in as few as just one try by
applying the Executive Order file naming rules below.
