On-Road Heavy-Duty Vehicle Program

Image of Truck Emissions from on-road heavy-duty vehicles are major contributors to poor air quality in California. In particular, diesel vehicles produce emissions in amounts highly disproportionate to the total population of these vehicles. The problem is complicated by the large number of heavy-duty vehicles, like line haul trucks, registered in other states that travel on California's highways and roads, while bringing goods and commerce into and out of our state. The Air Resources Board is working closely with the U.S. Environmental Protection Agency, engine and vehicle manufacturers, and other interested parties to address this issue and reduce heavy-duty vehicle emissions in California. Although this program targets both diesel-cycle and otto-cycle engines, more recent attention has been focused on diesel engines due to the identification of diesel PM as a known carcinogen.

Current Standards, Test Procedures and Regulatory Documents
Section 1956.8, Title 13, California Code of Regulations contains California's emission standards for on-road heavy-duty engines and vehicles, and the following test procedures, as incorporated by reference.

Heavy-Duty Otto-Cycle Engines and Vehicles

  • "California Exhaust Emission Standards and Test Procedures for 1987 through 2003 Model Heavy-Duty Otto-Cycle Engines and Vehicles" (WP6 - 67K) or (PDF - 86K), as amended on December 27, 2000
  • "California Exhaust Emission Standards and Test Procedures for 2004 and Subsequent Model Heavy-Duty Otto-Cycle Engines" (PDF - 103K), as amended on October 17, 2007

Heavy-Duty Diesel Engines and Vehicles

  • "California Exhaust Emission Standards and Test Procedures for 1985 through 2003 Model Heavy-Duty Diesel Engines and Vehicles" (MSW97 - 225K) or (PDF - 102K), as amended on December 12, 2002

  • "California Exhaust Emission Standards and Test Procedures for 2004 and Subsequent Model Heavy-Duty Diesel Engines and Vehicles" (PDF - 316K), as amended on October 14, 2008
