Off-Road Implementation Advisory Group (ORIAG)

Background
The Air Resources Board (ARB) staff has begun implementation efforts
for the in-use off-road diesel vehicle regulation. The Final Rulemaking
Package was filed with the Office of Administrative Law (OAL) and
became effective on June 15, 2008. The regulation requires reporting
for all fleets in California in 2009, and the
largest fleets will need to begin demonstrating emission reductions by
Spring 2010. At the suggestion of several industry stakeholders, ARB
has formed an advisory group to
assist staff with implementation now that the regulation has been
adopted.
The off-road implementation advisory group (ORIAG) is an
informal committee, whose goal is to help ARB staff fine tune our
outreach, training, and implementation materials and help make staff
more aware of the needs and opinions of affected stakeholders.
The responsibilities of ORIAG
members are as follows:
- Attend meetings approximately quarterly from 2008 to 2010. The meetings may last from two to six hours each.
- Discuss and provide ideas on ways of reaching affected fleets.
- Review and provide feedback on training presentations, handouts, flyers, and fact sheets developed by ARB staff.
- Review and provide feedback on reporting and compliance planning tools developed by ARB staff.
- Review and provide feedback on rule interpretation and guidance documents developed by ARB staff.
Although we had to limit ORIAG membership to a finite number, all members of the public are welcome to attend the meetings and there will be an open comment period at the end of each meeting.

next ORIAG meeting will be held on Thursday, November 5, in Sacramento.
The meeting will be held from 9:30 a.m. to 2:00 p.m.
in Training Room 2 (East and West). The timing and order of
items on the meeting agenda may change based on the ORIAG members’
interest
in certain items. As a result, the public comment period may
not begin until 2:00 p.m. ARB staff will remain available
past 2:00
p.m. to receive any public comments that may be provided.
The meeting will also be webcast.
The agenda is posted on the ORIAG meetings page. The presentation will be posted at this site also, as soon as it becomes available.

The meeting will take place from 9:00 am to 3:00 pm.
Subcommittee meetings will be held in the morning and are for ORIAG
members only. A
public meeting will be held from 1:00 pm to 3:00 pm. The public meeting
will also be webcast.

public, will be from 1:00 p.m. to 4:00 p.m. in the Auditorium.

- Staff have posted the initial ORIAG meeting information. The goal of this initial ORIAG meeting will be to brief members on the current status of the regulation, to solicit input on topics ORIAG would like to address, and to plan and organize ORIAG’s future activities. Staff will also offer a demonstration of the current reporting tool prototype. This meeting will be available via webcast.
