ARB staff is now offering new dates for Course 504: In-Use Off-Road Diesel Vehicle Regulation Training. This class will provide an overview of the Off-Road regulation, including applicability, requirements currently in effect, future compliance requirements, and an overview of the Diesel Off-Road Online Reporting System (DOORS). ARB staff will also be available after the class to answer individual questions.

The California Air Resources Board (ARB) invites you to participate in a final series of public workshops to discuss the proposed amendments to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation (tractor-trailer GHG regulation), and the Off-Road Large Spark-Ignition Engine Fleet Requirements (LSI fleet regulation).

The workshops will be held on the following dates at the following four locations:

Sacramento - September 30, 2010
El Monte - Monday, October 4, 2010
San Diego - Tuesday, October 5, 2010
Fresno - Tuesday, October 12, 2010

Changes in upcoming diesel workshops Staff of the Air Resources Board (ARB) is making some changes to the upcoming series of 5 statewide workshops pertaining to the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation), the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), and the In-Use On-Road Diesel-Fueled Heavy-Duty Drayage Trucks Regulation (drayage truck regulation).

The workshop in Fresno (August 26th) has been rescheduled to Friday, September 3, 2010. The time and locations of the workshop, including videoconferencing with Bakersfield and Modesto, remains unchanged.

At all of the workshops, staff will provide an update on the changes to the emissions inventories underlying the off-road regulation, the truck and bus regulation and the drayage truck regulation as originally planned. Staff will also discuss a newly released report entitled: "Estimate of premature deaths associated with fine particle pollution (PM2.5) in California based on U.S. EPA's methods." However, ARB staff needs additional time to evaluate and explore appropriate regulatory proposals and consider their economic impact on affected stakeholders, determine the effect of any changes on emissions over the next decade, and determine how to best protect public health in light of the evaluation of health impacts of fine particle pollution (PM2.5) currently underway. Because of this, we will NOT be discussing proposed regulatory changes at these workshops. However, ARB staff will schedule additional workshops regarding the modified proposals so that we may receive stakeholder feedback and comments on the proposed amendments. To accommodate this additional series of workshops, and to provide time for public comment, staff will delay proposing regulatory amendments to the Board until December 2010.

Workshops to Discuss the proposed amendments for the Truck and Bus, Tractor-Trailer GHG, and the Off-Road Regulations
ARB staff invites all interested parties to attend one of four upcoming workshops. At these workshops, staff will discuss proposed amendments to the In-Use Heavy-Duty Diesel-Fueled Vehicles Regulation (truck and bus regulation), the Heavy-Duty Vehicle Greenhouse Gas Emission Reduction Regulation, and the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation). In addition, an updated on the emission inventories for the truck and buss and off-road regulations will be provided.

Surveys for the Truck and Bus and the Off-Road Regulations
In preparation for proposing changes to the off-road regulation and the truck and bus regulation later this year, ARB staff is asking stakeholders to share the following information, which will be used to help staff craft proposed amendments ARB’s regulations. Links are available in the column on the right.

On-Road and Off-Road Fleets
Fleet and Financial Information Survey: Fleet data and financial information to help evaluate the impact of the economy on individual business subject to the truck and bus regulation, and the cumulative effects of the Truck and Bus and the Off-Road regulations.

Off-Road Fleets
Staff is requesting input from stakeholders regarding Amendments to the Off-Road Regulation, Off-Road Operating Hours and Fuel Use Data, and Off-Road Diesel Vehicle Load Factor Data.

ARB staff invites all interested parties to attend one of three upcoming workshops to discuss the emission inventory updates and proposed amendments for the Regulation for In-Use Off-Road Diesel Fueled Fleets (off-road regulation) and the In-Use On-Road Diesel Vehicle Regulation (truck and bus regulation).

The dates and locations are May 6, 2010 in Sacramento, May 12, 2010 in El Monte, and May 18, 2010 in Fresno. The Sacramento workshop will be webcast, and live video feed has been setup for alternative locations to telecast the Fresno workshop. ARB staff plans to present the same information at each of these three workshops.

In response to a petition filed on January 11, 2010 by the Associated General Contractors of America, the Executive Officer of the California Air Resources Board will conduct a public hearing at 9:00 A.M. on March 11, 2010, to take testimony and other relevant information on the need for further amendments to off-road diesel vehicle regulation.

ARB will host a training seminar in Sacramento on February 10, 2010, from 9:00 A.M. to 12:00 P.M. This training seminar will focus primarily on the 2010 requirements for large fleets, how to apply the new credits for reduced horsepower and reduced activity, and how to report these actions in the online reporting system. The seminar will also provide an overview and examples of how to retrofit vehicles without creating visibility impairment, or how to request an exemption from the 2010 retrofit requirements where this is not possible.

The staff of the Air Resources Board invites all interested parties to participate in a set of public workshops to discuss how to implement recent legislatively directed changes to the Regulation for In-Use Off-Road Diesel-Fueled Vehicle Fleets.

The workshops will be held in two locations, on April 7, 2009, in Sacramento, and on April 29, 2009, in Diamond Bar. Please note that due to the valuable input provided by stakeholders at the first workshop on the legislatively driven changes to the off-road diesel regulation held in Sacramento on April 7, 2009, staff will present some revised proposals at the workshop on April 29, 2009, in Diamond Bar. A revised presentation will be posted as soon as possible.

To assist fleet owners with their compliance efforts, ARB staff is conducting a third round of statewide training seminars on the off-road regulation. These six training seminars will provide an in depth presentation of the regulation and how to comply, a discussion of record keeping and vehicle labeling requirements, a review of exhaust retrofit products available, and information about grant opportunities. In addition, participants will have an opportunity to speak one-on-one with providers of exhaust retrofit devices. Following the general training session fleet owners will have the opportunity to meet with an ARB staff member and obtain training on the Diesel Off-Road On-Line Reporting System (DOORS). During these individual trainings staff will be available to show fleets how to enter their data into the DOORS system. These individual trainings are by appointment only and limited to 30 minutes.

The staff of the Air Resources Board invites all interested parties to a workshop to discuss minor modifications and clarifications to California’s Regulation for In-Use Off-Road Diesel-Fueled Fleets (title 13, California Code of Regulations (CCR), sections 2449, 2449.1, 2449.2 and 2449.3). These modifications include, among other things, an extension of the early double credit deadline for the installation of verified diesel emission control strategies (VDECS).

Workgroup meeting to discuss developing a diesel particulate matter control measure for in-use off-road diesel-fueled engines.
