ARB will host a training seminar in Sacramento on February 10, 2010, from 9:00 A.M. to 12:00 P.M. This training seminar will focus primarily on the 2010 requirements for large fleets, how to apply the new credits for reduced horsepower and reduced activity, and how to report these actions in the online reporting system. The seminar will also provide an overview and examples of how to retrofit vehicles without creating visibility impairment, or how to request an exemption from the 2010 retrofit requirements where this is not possible.

The staff of the Air Resources Board invites all interested parties to participate in a set of public workshops to discuss how to implement recent legislatively directed changes to the Regulation for In-Use Off-Road Diesel-Fueled Vehicle Fleets.

The workshops will be held in two locations, on April 7, 2009, in Sacramento, and on April 29, 2009, in Diamond Bar. Please note that due to the valuable input provided by stakeholders at the first workshop on the legislatively driven changes to the off-road diesel regulation held in Sacramento on April 7, 2009, staff will present some revised proposals at the workshop on April 29, 2009, in Diamond Bar. A revised presentation will be posted as soon as possible.

To assist fleet owners with their compliance efforts, ARB staff is conducting a third round of statewide training seminars on the off-road regulation. These six training seminars will provide an in depth presentation of the regulation and how to comply, a discussion of record keeping and vehicle labeling requirements, a review of exhaust retrofit products available, and information about grant opportunities. In addition, participants will have an opportunity to speak one-on-one with providers of exhaust retrofit devices. Following the general training session fleet owners will have the opportunity to meet with an ARB staff member and obtain training on the Diesel Off-Road On-Line Reporting System (DOORS). During these individual trainings staff will be available to show fleets how to enter their data into the DOORS system. These individual trainings are by appointment only and limited to 30 minutes.

The staff of the Air Resources Board invites all interested parties to a workshop to discuss minor modifications and clarifications to California’s Regulation for In-Use Off-Road Diesel-Fueled Fleets (title 13, California Code of Regulations (CCR), sections 2449, 2449.1, 2449.2 and 2449.3). These modifications include, among other things, an extension of the early double credit deadline for the installation of verified diesel emission control strategies (VDECS).

Workgroup meeting to discuss developing a diesel particulate matter control measure for in-use off-road diesel-fueled engines. The meeting will be held simultaneously in Conference Room 2110 of the California Environmental Protection Agency Building at 1001 I Street in Sacramento, and Room 111 of Annex 2 to ARB's offices at 9500 Telstar Avenue in El Monte, California. Participants are also welcome to call in to the meeting via telephone.

We would like to divide the meeting into two sessions - one for construction, mining, and industrial equipment, and one for airport ground support equipment:

  • 9:30 a.m. - 12:30 p.m. Construction / Mining and Industrial Equipment

  • 1:30 p.m. - 2:30 p.m. Construction / Mining and Industrial Equipment (cont'd if necessary)

  • 2:45 p.m. - 4:45 p.m. Airport Ground Support Equipment.

Participants are invited to attend the session most relevant to them.

The purpose of the meeting will be to discuss the following:

  • Revisions to the January regulatory concepts and ARB staff's justification for the changes made.

  • Stakeholder response to the proposed changes to the regulatory concepts.

  • Remaining regulatory concept issues about which ARB staff would like to solicit input from the workgroup.   

  • Updates to emissions inventory inputs and revised emissions inventory.

  • Stakeholder response to emission inventory updates and

  • Preliminary cost and economic impact analyses.

ARB staff will send out the following documents for review by workgroup participants prior to the meeting:

  • Description of changes to the January 2006 regulatory concepts.

  • Revised draft of regulatory concepts and

  • Description of emission inventory changes (equipment population, annual use, useful life, and emission rate deterioration) made since the March 2006 workgroup meeting.
