In 1990 the California Air Resources Board adopted the Zero-Emission Vehicle
(ZEV) program. The ZEV program is an integral part of California's Low Emission Vehicle program and is intended
to secure increasing air quality benefits for California over the long term.
When the ZEV requirement was adopted, the Board acknowledged that many issues would need to be addressed prior
to the implementation date. The Board committed to biennial reviews of the program to provide a forum for the necessary
policy discussions.
The fourth biennial review of the ZEV program was undertaken by the Board at its September 7, 2000 meeting. |

May 31 - June 1, 2000 Workshop
On May 31 and June 1, 2000, the ARB held a public workshop at the South Coast Air Quality Management District where
staff presented the preliminary draft Staff Report for the September Board meeting. The workshop also addressed
findings from an assessment of battery technology and manufacturing cost, currently being conducted by an
external review panel as well as the other documents provided below.
Staff has compiled a list of speakers, copies of speaker presentations
or handouts where available, and copies of other materials (letters and email comments) that were submitted by
interested parties. The following memo provides, identifies the speakers at each session, lists the various materials

March 29, 2000 Workshop
On March 29, 2000 the Air Resources Board staff held a workshop
in Sacramento to discuss preliminary background information relevant to the Board's upcoming review of the Zero-Emission
Vehicle program. Staff has compiled a list of speakers, copies of speaker presentations or handouts where available,
and copies of other materials (letters and email comments) that were submitted by interested parties. The
following memo provides a general overview of the workshop sessions, identifies the speakers at each session,

The Revised Preliminary Staff Assessment for March 29 Workshop. (MSW - 53K) or (PDF - 24K). The document
was revised to remove the discussion of fuel cell infrastructure. Staff determined that it was premature
to report on these issues in the Preliminary Staff Assessment at this time. A more complete discussion of
fuel cell infrastructure issues will be provided at a later date, and public comment on such issues is
welcome.
