Public Meeting Notice and Proposed Guidelines

On April 25-26, 2002, the ARB will hold a public meeting to consider proposed guidelines for implementing an expanded Statewide Zero Emission Vehicle Incentive Program (ZIP I and ZIP II) and a Zero Emission Vehicle Incentive Program for Fleets that operate in areas of California with the poorest air quality.

Statewide Zero Emission Vehicle Incentive Program (ZIP)

On September 30, 2000, Governor Gray Davis signed into law assembly bill
(AB) 2061 (Lowenthal) creating an incentive program for the purchase or lease of new zero emission vehicles (ZEVs) in California. This program will provide a total of $18 million in grants to reduce the incremental cost of new ZEVs. Individual grants totaling up to $9,000 may be provided in three installments over a 36-month period. These grants are available to qualified private and public consumers that lease or purchase a new ZEV between October 1, 2000 and December 31, 2002.

The program is administered by the California Air Resources Board (Board or ARB) in conjunction with the State Energy Resources Conservation and Development Commission (California Energy Commission or CEC). Local air districts may volunteer to administer the program in accordance with the program guidelines that will be established by the ARB, in conjunction with the CEC. Program guidelines were approved by the Air Resources Board at the December 7, 2000 Public Board Meeting in Sacramento, California.



Proposed Expanded ZEV Incentive Program (ZIP II)

Staff are currently working on the ZIP II revisions to the ZEV Incentive Program that will provide additional ZEV grants through June 2004 and includes a fleet program. Staff will propose revisions to the ZIP guidelines to establish the criteria for additional ZEV grants that will be funded by a $20 million appropriation from the approved Fiscal Year 2001-2002 State Budget. These funds are available for use through June 30, 2004, and will allow the Statewide ZEV Incentive Program to continue to award grants after the original eligibility period specified by Assembly Bill 2061. The proposed revised guidelines will also address modifications to the Statewide ZEV Incentive program required by
Assembly Bill 1390 (Firebaugh, Statutes of 2001) which becomes state law on January 1, 2002. The list of qualified grant recipients is changed to include public agencies, making federal agencies eligible for grants. The Board is allowed to reserve, allocate and reallocate funds to any grant recipient. The Board is also required to periodically review grant applications and the award of grants to ensure, to the greatest extent possible, that all grant funds are used.

There are also
other federal, state and local incentives available for ZEVs.



Workshops and Guidelines Development

Staff will hold two public workshops to discuss its draft proposal for expansion of the Statewide Zero Emission Vehicle (ZEV) Incentive Program. Staff's proposed guidelines are scheduled for consideration by the Board at an April 2002 public meeting and will be available for review and comment 30 days prior to this public meeting.
