SACRAMENTO
GUARANTEED RIDE HOME PROGRAM
PROCEDURES

ARB has signed a Memorandum of Understanding with Caltrans Sacramento Rideshare guaranteeing eligible Sacramento employees a ride home in emergency situations. The following procedures for the Guaranteed Ride Home Program are now in effect and should be implemented immediately.

ELIGIBILITY

All ARB Sacramento employees are eligible to use the Guaranteed Ride Home Program under the following conditions. The employee must have:

  1. Previously completed the Guaranteed Ride Home Program Registration Form and submitted it to the ARB Employee Transportation Coordinator (ETC). Forms may be obtained by contacting the ETC at 322-8195. Upon receipt of the registration form the ETC will assign the employee a Transportation Voucher and a reference card indicating the contracted taxi and rental car agency to be used in an emergency situation.
  2. Used an Alternative Mode of Transportation (AMT) at least three times a week. Part-time employees and employees who work adjusted work schedules are eligible providing they utilize AMTs at least 60% of their work schedule.
  3. Used an AMT for commuting to work the day of the emergency.
  4. Not used the Guaranteed Ride Home Program more than four times during a year.
  5. Obtained supervisory approval to leave work in advance and have the supervisor complete Section 1 of the assigned Transportation Voucher.

JUSTIFIED USES

ARB Sacramento employees may use the Guaranteed Ride Home Program if they meet the eligibility requirements above and if one or more of the following incidents occur while at work.

  1. Illness or a serious problem involving an eligible employee, family member, home or property, or persons residing in the household which requires the employee's immediate personal attendance.
  2. Absence of carpool or vanpool vehicle due to its use by the carpool or vanpool driver who had to leave work unexpectedly to attend to a personal crisis.
  3. Breakdown of carpool or vanpool vehicle without any backup vehicles.
  4. Employee misses their carpool or vanpool due to unscheduled overtime.

To participate in the Guaranteed Ride Home Program, the following steps must be taken:

  1. An eligible employee must have previously completed the Guaranteed Ride Home Program Registration Form and submitted it to the ARB Employee Transportation Coordinator (ETC). Forms may be obtained by contacting the ETC at 322-8195. Upon receipt of the registration form the ETC will assign the employee a Transportation Voucher and a reference card indicating the contracted taxi and rental car agency to be used in an emergency situation.
  2. An eligible employee with an emergency must obtain permission from their supervisor (or from their acting supervisor) prior to leaving work.
  3. The employee's supervisor must complete Section 1 of the Guaranteed Ride Home Transportation Voucher.
  4. The employee determines the appropriate required action. In making this decision, he/she must consider the following:
         
      • Use of the contracted taxi service for trips within 20 miles -- The taxi service provides a trip home or to the emergency destination with not more than a ten minute stop i.e.: day care provider or school to pick up child etc. and continue to point of destination.
         
      • Use of the contracted rental vehicle for over 20 miles -- The Guaranteed Ride Home Program provides up to 200 miles of travel per emergency, 1 tank of fuel, twenty-four hour usage, passenger worksite pick-up and delivery.
  5. Call the contracted taxi service or rental company. Be sure to identify yourself as participant in the Caltrans Sacramento Rideshare Guaranteed Ride Home program.
  6. While waiting for your taxi or rental vehicle, complete Section 2 of your assigned Transportation Voucher.
  7. Give the Transportation Voucher to the taxi or rental car agency.
  8. On the following workday, the employee must notify the ARB Employee Transportation Coordinator. The ETC will assign the employee a new Transportation Voucher and a Usage Survey. The Usage Survey must be completed and returned to the ETC within five business days from the date of the Guaranteed Ride Home trip.
    NOTE: If the employee sustains any personal injury while using the ARB Guaranteed Ride Home Program, the employee is covered under the provisions of Workers' Compensation Insurance Laws as outlined in SAM Section 2580-2584& 8538.

If Guaranteed Ride Home Program Procedures are not followed, appropriate disciplinary action may be taken by the supervisor.
