Transactions - Open Enrollment

Listed below are the Open Enrollment Period dates for the various state employee benefit programs. During the Open Enrollment Period, eligible employees may enroll in or make changes to their existing enrollment options.

Annual Leave Program

April 1 - April 30
Annual Leave Program Open Enrollment for employees in bargaining units 1, 4, 11, 14 and 21 is conducted during the month of April each year.  Employees may opt into or out of the Annual Leave Program during the Open Enrollment Period. Enrollment forms must be received by the Human Resources Branch no later than April 30 each year.  The effective date of program enrollment is the first day of the June pay period. Employees must remain in the Annual Leave or the Sick Leave Vacation Program for at least 24 months following the date of their last leave program election. For more information regarding the Annual Leave Program, refer to your bargaining unit Collective Bargaining Agreement .

CalPERS Long Term Care

May 1 - June 30
Long Term Care Program open enrollment for all employees is normally conducted from April 1st through June 30th each year. For an application kit and an informational brochure, call toll-free (800) 338-2244. For more information regarding the Long Term Care Program, visit the CalPERS Long Term Care web site. To view a tape on the program, contact your assigned Personnel Services Specialist.

Consolidated Benefits (COBEN)

September
Open enrollment for Consolidated Benefits is normally held in September of each year.  During open enrollment eligible employees can enroll for the first time, change health and/or dental plans, elect CoBen Cash in lieu of health and dental coverage or health coverage only, and add or delete dependents.  Enrollment forms must be signed and submitted to the Transacations Office by the close of the Open Enroillment Period. All transactions made during the Open Enrollment Period become effective January 1 of the following year.

Dental

September
The Open Enrollment Period for the FlexElect Program is normally scheduled September of each year. Under the FlexElect Program, eligible employees may elect to receive cash in lieu of health benefits and/or in lieu of dental benefits. Employees may also enroll in the Medical Reimbursement Account and/or the Dependent Care Reimbursement Account. To enroll or make changes to current enrollment, contact your assigned Personnel Services Specialisit for the appropriate enrollment documents. Open Enrollment documents must be signed and submitted to the Transactions Office by the end of the scheduled Open Enrollment Period each year. All actions taken during Open Enrollment become effective January 1 of the following year.

Group Legal Services

March 1 - April 30
The annual open enrollment period for the Group Legal Services Plan is conducted annually from March 1 - April 30th. Employees become eligible to use Group Legal Services Plan benefits on the first day of the month after a premium is deducted from their paycheck. 

Health

September
The CalPERS Open Enrollment Period for Health Benefit Programs is normally held during the month of September each year. The effective date for all actions takenduring the Open Enrollment Period is January 1st of the following year.   CalPERS On-Line provides information to help employees make decisions regarding their health care plan needs. If you are an active member and plan to make enrollment or plan changes, you will need to complete the enrollment form. You can get this form from your Personnel Services Specialist.

Long Term Disability (LTD)

The Long Term Disability (LTD) Program is available to excluded employees only. Excluded employees may enroll in the Long Term Disability (LTD) Program within 60 days of becoming newly eligible (e.g., moving into a non-represented classification), and each year during open enrollment periods announced periodically by the State.

U.S. Savings Bonds

May 1 - June 30
The annual State employee U.S. Savings Bond enrollment campaign for all State employees is normally held from May 1st through June 30th of each year.  However, employees may enroll in the U.S. Savings Bond Program anytime throughout the year.  Enrollment documents received by the State Controllor's Office by the 10th of the month will be effective the 1st of the following month.
