2012 Lead State Implementation Plan for Los Angeles County
On May 24, 2012, the Air Resources Board (ARB) approved the SIP revision for the federal lead standard, which U.S. EPA revised in 2008. The SIP revision addresses attainment of the federal lead standard in the South Coast Air Basin portion of Los Angeles County, the only area in California designated as nonattainment for lead. Lead concentrations in this nonattainment area have been below the level of the federal standard since December 2011.

On April 28, 2011, ARB approved a progress report and proposed revisions to the California SIP for submittal to the U.S. EPA. ARB’s proposed PM2.5 SIP revisions are limited to an updated calendar of ARB rulemaking, adjustments to transportation conformity budgets, and revisions to reasonable further progress tables and associated reductions for contingency purposes for the South Coast and the San Joaquin Valley. The proposed Board action also includes approval for submittal to U.S. EPA of revisions to the PM2.5 and ozone SIP for the South Coast Air Basin and Coachella Valley adopted by the South Coast Air Quality Management District on March 4, 2011.

1997 8-Hour Ozone Standard Early Progress Plans
At a public meeting on February 28, 2008, the ARB adopted ozone Early Progress Plans as amendments to the State Implementation Plan (SIP) in order to establish transportation conformity emission budgets for Coachella Valley, Ventura County, Antelope Valley - Western Mojave Desert, Eastern Kern County and Imperial County. Normally, conformity budgets are established with reasonable further progress (RFP) plans. However, the U.S. Environmental Protection Agency (U.S. EPA) was in the process of revising regulations that established requirements for RFP plans and, therefore, was not able to approve RFP plans for these areas until the revision was complete. Setting conformity budgets with these early progress plans allowed the areas to move forward with transportation planning during the interim.
