2005 Sacramento Regional Nonattainment Area
Early 8-Hour Ozone Rate-of-Progress Plan

The Sacramento regional nonattainment area consists of Sacramento County, Yolo County, eastern portion of Solano County, western portion of Placer County, western portion of El Dorado County, and the southern portion of Sutter County. The air pollution planning for the Sacramento regional nonattainment area is done by five air pollution planning agencies, Sacramento Metropolitan Air Quality Management District (lead), El Dorado County Air Quality Management District, Feather River Air Quality Management District, Placer County Air Pollution Control District, and Yolo-Solano Air Quality Management District.

On December 20, 2005, the Sacramento regional nonattainment area districts released for public comment its final draft 2005 Sacramento Regional Nonattainment Area 8-Hour Ozone Rate-Of-Progress Plan (Early Progress Plan). The Early Progress Plan contains on-road motor vehicle emissions budgets for ozone. Upon local adoption by all the districts, ARB submittal to U.S. EPA, and a budget adequacy finding by U.S. EPA, these budgets must be used in transportation conformity determinations.

The draft motor vehicle emissions budgets listed and documented below are under consideration by the Sacramento regional nonattainment area local districts.

These budgets were developed in close coordination with the Sacramento regional nonattainment area local districts and the Sacramento Area Council of Governments. The budgets include the latest data available at the time of budget development.
