The Sacramento regional nonattainment area consists of Sacramento
County, Yolo County, eastern portion of Solano County, western portion of Placer County, western portion of El
Dorado County, and the southern portion of Sutter County. The air pollution planning for the Sacramento regional
nonattainment area is done by five air pollution planning agencies: Sacramento Metropolitan Air Quality
Management District (lead), El Dorado County Air Quality Management District, Feather River Air Quality Management
District, Placer County Air Pollution Control District, and the Yolo-Solano Air Quality Management District.
The Sacramento Regional Nonattainment Area 8-Hour Ozone Rate of Progress Plan (Early Progress Plan) fulfills the
federal 8-hour ozone requirements for a 2002-2008 Reasonable Further Progress Plan for the Sacramento regional
nonattainment area. The Early Progress Plan contains the most recent data on air quality and emissions to make
progress towards attaining the 8-hour ozone standard.
