On August 19, 2003, ARB submitted to U.S. EPA the San Joaquin Valley Unified Air
Pollution Control District's (District) 2003 PM10 Plan. The 2003 PM10 Plan contains motor vehicle emissions budgets
for 2005, 2008, and 2010. Upon a budget adequacy finding by U.S. EPA, these budgets must be used in transportation
conformity determinations.
