Cargo Handling Equipment Regulatory Activitiespicture of top pick

This area of the Off-Road Mobile Sources website pertains to regulatory activities to reduce diesel particulate matter (PM) and oxides of nitrogen (NOx) emissions from diesel-fueled cargo handling equipment at California's ports and intermodal rail yards. Cargo handling equipment is used to transfer goods or perform maintenance and repair activities and includes equipment such as yard trucks (hostlers), cranes, top handlers, side handlers, forklifts, and loaders, just to name a few. The Air Resources Board adopted a regulation for mobile cargo handling equipment at ports and intermodal rail yards on December 8, 2005, and the regulation became effective on December 31, 2006. To find out more about the regulatory activities and related information, please see the links to the left and below.

South Coast AQMD staff has conducted a draft feasibility study for the control of emissions from diesel-powered yard tractors used at the local ports pursuant to a commitment set forth in the adoption resolution for the 2003 Air Quality Management Plan for the South Coast Air Basin and to support development of a proposed South Coast AQMD rule for this source. Subsequent to the public release of the draft feasibility study, South Coast AQMD was invited to join ARB in developing a statewide regulation for cargo handling equipment (including yard tractors, cranes, forklifts, etc.). AQMD staff has agreed to this regulatory approach in lieu of developing an AQMD rule for yard tractors since an ARB rule would cover a broader range of cargo handling equipment categories and provide statewide regulatory uniformity.
