on April 15, 2008 from 10:00am to 12:00pm in Sacramento (and via
webcast) for the AB 32 (California Global Warming Solutions Act) Goods
Movement Sector. The purpose of the workshop is to provide an overview
of Air Resources Board activities for this sector and to discuss
concepts to achieve the maximum greenhouse gas emission reductions through strategies that are technically feasible and cost-effective. Details are available in the workshop notice. |

IMPORTANT: An Enforcement
Advisory has been
issued to remind cargo handling equipment owners and operators to
submit their Demonstration of Compliance and Annual Reports by January
31, 2008. The advisory also provides clarification for the
applicability of the Mobile Cargo Handling Equipment Regulation to
off-road diesel equipment operating at a port or intermodal rail yard
for purposes other than cargo handling, and for retired equipment that
is still on-site after the required compliance date.

South Coast
AQMD staff has conducted a draft feasibility study for the control of
emissions from diesel-powered yard tractors used at the local ports
pursuant to a commitment set forth in the adoption resolution for the
2003 Air Quality Management Plan for the South Coast Air Basin and to
support development of a proposed South Coast AQMD rule for this
source. Subsequent to the public release of the draft feasibility
study, South Coast AQMD was invited to join ARB in developing a
statewide regulation for cargo handling equipment (including yard
tractors, cranes, forklifts, etc.). AQMD staff has agreed to this
regulatory approach in lieu of developing an AQMD rule for yard
tractors since an ARB rule would cover a broader range of cargo
handling equipment categories and provide statewide regulatory
uniformity.
