Vessel Speed Reduction for Ocean-going Vessels

Welcome to the
Vessels Speed
Reduction (VSR) webpage. As part of our efforts under the Diesel Risk
Reduction Plan, Goods Movement Emissions Reduction Plan, and Assembly
Bill 32 - Greenhouse Gas Initiative, the Air Resources Board (ARB)
staff is evaluating the need to develop an ocean-going vessel (OGV)
speed reduction program. Ocean-going vessel speed reductions offer the
possibility for significant reductions in emissions of oxides of
nitrogen (NOx), oxides of sulfur (SOx), diesel particulate matter (PM)
and carbon dioxide (CO2). A VSR program or measure could be an
important element in improving air quality along California's coastline
communities.This webpage provides access to documents presented at public meetings and shares information on ARB's activities regarding VSR. If you would like to be notified of news related to VSR, including workshop notices and other information, subscribe to the Vessel Speed Reduction List Serve.

ARB requests that you complete and return the Ocean-Going
Vessel Speed Reduction Survey (Survey).
This Survey is designed for ship owners/operators (both U.S. and foreign-flagged) and charterers that
visited a California port in 2007. Your participation in this
Survey will help us to determine the economic impacts that any VSR program or
measure may have on the shipping industry.
All
owners/operators of ocean-going vessels and charterers are required to
complete the Survey. State law authorizes the ARB to request and
gather information required to determine if regulations are required to
protect public health. ARB is requesting you complete and return
the Survey by January 30, 2009
