The Emergency Rulemaking Package was submitted to OAL on December 10, 2004. OAL has until December 20, 2004 to make a Determination.

On December 16, 2004, the Office of Administrative Law approved the amendments to Section 2284, Title 13, California Code of Regulations, which delay implementation of the ARB's new lubricity standard for diesel for 120 days until May 1, 2005. The emergency regulatory action is effective on January 1, 2005, and will expire on May 3, 2005.
