The final package was filed with OAL on January 13, 2004. OAL approved the rulemaking and filed it with the Secretary of State on February 5 , 2004. The regulation became effective the same day (February 5, 2004).
The version of the Final Regulation Order approved by OAL reflects a few nonsubstantial modifications to the version submitted to OAL on January 13, 2004. These modifications are described in the memorandum listed below:
