Revised Staff Report: Initial Statement of Reasons for Ozone Standard

The Staff Report/Initial Statement of Reasons titled "Review of the California Ambient Air Quality Standard for Ozone" was prepared by the staff of the California Air Resources Board (CARB) and the Office of Environmental Health Hazard Assessment (OEHHA).
The Staff Report/Initial Statement of Reasons titled "Review of the California Ambient Air Quality Standard for Ozone" contains staff's findings and recommendations for revision of the State ambient air quality standard for ozone. This report was released on March 11, 2005 for public comment, and at its April 28, 2005, hearing the California Air Resources Board (CARB) approved the nation's most health protective ozone standard with special consideration for children's health.
The Staff Report includes a health benefits discussion to inform people in practical terms what effect attaining the ozone standards would have. At the hearing, the staff presented a modified health benefits analysis, using a different methodology, which led to modified results compared to those presented in the Staff Report. The modifications were developed in response to public comments received on the Staff Report. In addition, at the hearing, staff presented the incremental benefits of attaining the federal and California ozone standards. In response, the Board requested staff to modify the staff report to incorporate the health benefits analysis modifications presented at the April Board hearing and to make that text available to the public. Typographical errors in the titles to several references were also corrected. We are circulating the modifications to these portions of the revised version of the Staff Report for a 15-Day review and comment period.
The Revised Staff Report does not replace the Staff Report released on March 11, 2005. Instead the purpose is to update and reflect staff's current methodology for calculating health impacts of ozone exposure, and to present the modified health benefits results. The Revised Staff Report containing the revised health impacts analysis can be downloaded below.
