"California's Energy Future - The View to 2050" looks at what's required to reach the goals of S-3-05, the executive order from 2005 to reduce the state's emissions 80 percent below the 1990 level by 2050. The study invokes four key measures: efficiency, electrification, low-emission electricity and low emission fuel. With technology that is largely available to implement these four measures, we could reduce emissions by 60% below 1990 levels. More technical innovation will be required to meet the 2050 goal."
