In this report, Jack Faucett Associates (JFA) and its subcontractors present their findings in a research project characterizing the heavy-duty vehicle (HDV) fleets and heavy-duty trucks (HDT) in the South Coast Air Basin (SoCAB, the Basin). Three main objectives this report accomplishes are the following: 1) characterization of the fleet with respect to physical and operational characteristics of the trucks, 2) determination of the emissions associated with relevant subpopulations of trucks and 3) development of an incentive strategy to accelerate and encourage the introduction of low-emission technology and operational practices for the fleets in the SoCAB to achieve NOx and PM emissions reductions.
