SCIENTIFIC REVIEW PANEL ON TOXIC AIR CONTAMINANTS
NOTICE OF PUBLIC MEETING
The Scientific Review Panel on Toxic Air Contaminants (Panel), established pursuant to California Health and Safety Code section 39670, will hold a public meeting at the following time and place:
|July 30, 2001
Hilton Oakland Airport
One Hegenberger Road
Oakland, CA 94621 (510) 635-5000
-- AGENDA --
1. Continuation of the review of the draft: "Prioritization of Toxic Air Contaminants Under the Children's Environmental Health Protection Act," Final Public Review Draft, June 2001.
This report was prepared pursuant to Senate Bill No. 25 (Escutia, Chapter 731, Statutes of 1999). Health and Safety Code section 39669.5 requires the Office of Environmental Health Hazard Assessment (OEHHA) to develop a list of up to five toxic air contaminants that may cause infants and children to be especially susceptible to illness. By law, the report is being reviewed by the Scientific Review Panel. At its most recent meeting on June 15, 2001, the Panel provisionally accepted a revised report and data presented by OEHHA staff, and accepted a modified proposal to list five contaminants that may disproportionately impact infants and children - acrolein; particulate emissions from diesel-fueled engines; chlorinated dioxins and dibenzofurans; lead and lead compounds (organic and inorganic); and polycyclic organic matter). The Panel recommended that a revised report be put out for an additional public review period which ended July 13, 2001. This meeting will be for the purpose of considering public comments received and OEHHA staff responses to those comments, and to discuss and adopt the Panel's findings.
The report describes the process used to prioritize the approximately 200 toxic air contaminants to be evaluated under the law, and factors influencing why infants and children might be more susceptible than adults. Brief toxicity summaries for the five contaminants proposed for listing are included in the report. The entire report, including the toxicity summaries, is available on the OEHHA web site at:
2. Panel administrative matters
The Panel will discuss various administrative matters, including upcoming topics and meeting dates.
THE AGENDA ITEMS LISTED ABOVE MAY BE CONSIDERED IN A DIFFERENT ORDER AT THE PANEL MEETING
THE SCIENTIFIC REVIEW PANEL
The Scientific Review Panel (Panel) is charged with evaluating the risk assessments of substances proposed for
identification as toxic air contaminants by the Air Resources Board (ARB) and the Department of Pesticide Regulation
(DPR). In carrying out this responsibility, the Panel reviews the exposure and health assessment reports and underlying
scientific data on which the reports are based, which are prepared by the ARB, DPR, and the Office of Environmental
Health Hazard Assessment (OEHHA) pursuant to Health and Safety Code sections 39660-39661, 39669.5 and 44360, and
Food and Agricultural Code sections 14022-14023. These reports are prepared for the purpose of determining whether
a substance or pesticide should be identified as a toxic air contaminant, or as guidelines to be used in preparing
health risk assessments. The Panel welcomes written comments or submissions from all parties regarding a report.
To assure adequate review, the Panel does not accept written or oral comments from the public at its meetings;
comments and submissions should be submitted to the ARB pursuant to the requirements specified in the notice of
availability of a report for public review. These submissions are received and carefully reviewed and considered
by the Panel members prior to the public meeting. Transcripts to previously held Panel meetings can be found through
the ARB web site: www.arb.ca.gov/srp/srp.htm
