SCIENTIFIC REVIEW PANEL ON TOXIC AIR CONTAMINANTS
NOTICE OF PUBLIC MEETING
The Scientific Review Panel on Toxic Air Contaminants (Panel), established pursuant to California Health and Safety Code section 39670, will hold a public meeting at the following time and place:

—AGENDA—
1.Consideration of recommendations to the Air Resources Board regarding a petition to review the 1992 formaldehyde health risk assessment.
The Air Resources Board (ARB) identified formaldehyde as a toxic air contaminant in March 1992, based on a health risk assessment. The ARB has been petitioned to review the original risk assessment. The Panel has been asked to review the new information in the petition and an evaluation done by the Office of Environmental Health Hazard Assessment (OEHHA), and to recommend to the ARB Chairman whether such a review is warranted. The Panel discussed the petition in its last meeting in June 2003 and postponed further action pending the publication of several new health studies. At this meeting the Panel will discuss the basis for the petition and consider making recommendations to the ARB.
2.Consideration of a toxicity summary and proposed chronic Reference Exposure Level for respirable crystalline silica, an addendum to "Air Toxics Hot Spots Program Risk Assessment Guidelines, Part III: Technical Support Document, Determination of Noncancer Chronic Reference Exposure Levels."
The Panel will consider a draft toxicity summary and proposal by OEHHA to adopt a chronic reference exposure level (REL) for respirable (less than or equal to 10 micrometers) crystalline silica. Chronic RELs represent levels at (or below) which no adverse health effects are anticipated from exposure to the listed chemical. If approved by the Panel and adopted by OEHHA, the REL will be an addendum to the original technical support document approved by the Panel in February 2000.
3.Consideration of a toxicity summary and proposed unit risk factor for naphthalene, an addendum to "Air Toxics Hot Spots Program Risk Assessment Guidelines, Part II: Technical Support Document for Describing Available Cancer Potency Factors."
OEHHA staff will present for the Panel's consideration a draft document proposing a unit risk factor for estimating the lifetime cancer risk associated with inhalation exposures to naphthalene. The draft toxicity summary document describes toxicity data on naphthalene and the derivation of the proposed unit risk factor. If approved by the Panel and adopted by OEHHA, the unit risk factor will be an addendum to the original Part II technical support document approved by the Panel in June 1998.

4.Update to the Panel on communications with the Department of Pesticide Regulation including a request soliciting comments on risk assessment prioritization.
The Panel Chairman will brief the Panel on correspondence from the Department of Pesticide Regulation (DPR) and the Panel will also discuss the January 21, 2004 request from DPR regarding its draft risk assessment prioritization process which has been out for public comment.

5.Update to the Panel regarding the status of the draft toxic air contaminant identification report for environmental tobacco smoke.
Air Resources Board and OEHHA staff will briefly describe for the Panel the status of preparation of the draft report on environmental tobacco smoke.

6.Consideration of administrative matters.
The Panel may discuss various administrative matters including appointing leads to proposed toxic air contaminant reports, future agenda items, and scheduling of future meetings.
CLOSED SESSION— LITIGATION
California Trucking Association, et al. v. California Air Resources Board, et al. (Superior Court, Fresno, Case No. 00CECG10832). The Panel will hold a closed session as authorized by Government Code section 11126 subdivisions (e)(1) and (e)(2)(A) to confer with, or receive advice from, legal counsel regarding this litigation.

THE SCIENTIFIC REVIEW PANEL
The Scientific Review Panel (Panel) is charged with evaluating the risk assessments of substances proposed for identification as toxic air contaminants by the Air Resources Board (ARB), the Office of Environmental Health Hazard Assessment (OEHHA) and the Department of Pesticide Regulation (DPR), and the review of guidelines prepared by OEHHA. In carrying out this responsibility, the Panel reviews the exposure and health assessment reports and underlying scientific data on which the reports are based, which are prepared by the ARB, DPR, and OEHHA pursuant to Health and Safety Code sections 39660-39661, 39669.5 and 44360, and Food and Agricultural Code sections 14022-14023. These reports are prepared for the purpose of determining whether a substance or pesticide should be identified as a toxic air contaminant, or as guidelines to be used in preparing health risk assessments.
The Panel welcomes written comments or submissions from all parties regarding a report. To assure adequate review,
the Panel does not accept oral comments from the public at its meetings, and requests that information submitted
for its consideration be sent to the Panel Liaison (contact information below) no later than two weeks prior to
the meeting. These submissions are received and carefully reviewed and considered by the Panel members prior to
